The European Commission has announced two new criteria for considering whether coronavirus (COVID-19) vaccines should be authorised for exportation. The first, reciprocity, assesses whether the destination country has its own restrictions on either the vaccines or the raw materials used to make them. The second, proportionality, examines whether the situation in the destination country, particularly in terms of its vaccination rate and access to vaccines, is preferable or not to the situation in the EU.
