The European Commission has proposed that emergency intervention measures be put in place in Europe's energy markets to tackle recent dramatic price rises caused by a severe mismatch between energy demand and supply. The Commission is proposing exceptional electricity demand measures and measures to redistribute the energy sector's surplus revenues to final customers to reduce their bills. The President of the Commission, Ursula von der Leyen, announced on 7 September 2022 that the Commission would also continue its discussions with Member States about ways to reduce gas prices, analyse ideas for price caps and enhance the role of Member States about ways to reduce gas prices. The proposed Regulation contains regular reporting obligations, starting on 1 December 2022, with the Commission monitoring the adoption and enforcement of measures by Member States.
