EBA consults on Guidelines to reinforce supervisory independence under EU CRD IV

The European Banking Authority (EBA) has launched a consultation on its Guidelines on supervisory independence of competent authorities under the Capital Requirements Directive 2013/36/EU (EU CRD IV). The draft Guidelines reflect the introduction of new requirements in CRD IV to manage supervisory independence, including arrangements to prevent and manage conflicts of interest. The consultation closes 23 January 2026.

Coinbase fined €21m by Irish regulator over money laundering failures

MLex: Cryptocurrency exchange Coinbase Europe has been fined €21.4m by Ireland’s financial regulator, for anti-money laundering breaches linked to transactions worth billions of euros. The Central Bank of Ireland said the company had failed to properly monitor 30 million transactions worth €176bn over a 12-month period, and that it then took a further three years to rectify the problems.

European Commission launches consultation on Basel III market risk rules for banks

The European Commission has launched a consultation on the prudential framework for market risk under Basel III, the Fundamental Review of the Trading Book (FRTB). While most Basel III requirements have applied in the EU since 1 January 2025, the Commission postponed the FRTB rules to 1 January 2027 using the maximum extension allowed under the Capital Requirements Regulation (CRR). This decision reflects delays in implementation by other major jurisdictions. The consultation closes 6 January 2026.

Commission investigates possible derivatives collusion

The European Commission has opened an antitrust investigation to assess whether Deutsche Börse and Nasdaq breached EU competition rules by co-ordinating their conduct in the sector for listing, trading and clearing of financial derivatives in the European Economic Area (EEA). If proven, the Commission says the exchange operators could have breached EU competition rules that prohibit cartels and restrictive business practices (Article 101 of the Treaty on the Functioning of the European Union and Article 53 of the EEA Agreement).
