Towards a circular economy—an introduction

The two main aims behind the concept of a circular economy are minimising the generation of waste and maintaining the value of products and materials within the economy for as long as possible.

On 2 December 2015, the Commission adopted a Circular Economy Package to stimulate Europe's transition towards a circular economy. The package entailed a series of revisions to existing waste directives (including the Waste Framework and Packaging Waste Directives) made in 2018, together with supporting measures and guidance produced by the Commission.

On 11 March 2020, as part of the European Green Deal, the Commission adopted a new Circular Economy Action Plan (2020 CEAP). The 2020 CEAP adjusted the primary focus of circular economy policy away from waste management and onto the entire life cycle of products. The plan targets how products are designed, promotes circular economy processes, encourages sustainable consumption, and aims to ensure that waste is prevented in the first instance and that resources are kept in the EU economy for as long as possible.

ECB announces changes to the Eurosystem overnight credit facility

The European Central Bank (ECB) has announced changes to the dedicated Eurosystem overnight credit facility, which serves as a crisis-related liquidity backstop for eligible euro area central counterparties (CCPs) under the TARGET Guideline. Currently, activation of the CCP credit facility requires a decision by the ECB Governing Council. This discretionary activation will no longer be required to ensure prompt operationalisation, meaning that the CCP credit facility will be immediately available to eligible euro area CCPs if needed.

EIB decides to publish its environmental and social assessments outside the EU

The European Investment Bank (EIB) has announced that it will now publish its environmental and social assessments for projects outside the EU, which significantly impact the environment. This decision comes in response to prior concerns and inquiries, notably regarding a project in Nairobi, Kenya, where access to such assessments was previously denied until after financing decisions were made and highlights a commitment to increased transparency and accountability, ensuring that stakeholders have the opportunity to review and discuss potentially impactful projects from the outset.

ECHA proposes EU-Wide restrictions on hexavalent chromium substances

The European Chemicals Agency (ECHA) has proposed an EU-wide restriction on certain hexavalent chromium (Cr(VI)) substances to reduce their harmful effects on workers and the public. Developed at the request of the European Commission, the proposal is based on an assessment that identified Cr(VI) as a potent carcinogen linked to lung and intestinal cancers, presenting significant risks to both workers and local communities near industrial sites. The proposal intends to replace the current authorisation requirements under the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) framework. It calls for a ban on Cr(VI) substances—with exceptions for specific use categories that meet defined limits for worker exposure and environmental emissions—and includes barium chromate to prevent substitution with similarly hazardous chemicals.
