DESNZ publishes response to market intervention for H2P deployment consultation

The Department for Energy Security and Net Zero (DESNZ) has published the response to its December 2023 consultation on a market intervention to support hydrogen to power (H2P) deployment. Following stakeholder feedback, the government confirmed that it will introduce a market intervention in the form of a Hydrogen to Power Business Model (H2PBM), incorporating elements of the Dispatchable Power Agreement, to de-risk investment and accelerate H2P deployment. DESNZ intends to consult with stakeholders on H2PBM design principles in Spring 2025 and seeks to facilitate H2P participation in the Capacity Market as soon as practicable.

Defra publishes guidance on adding subsidiaries to EPR for packaging accounts

The Department for Environment, Food and Rural Affairs (Defra) has published guidance and a template to assist parent companies in adding multiple subsidiaries to their Extended Producer Responsibility (EPR) for packaging online accounts. The guidance outlines how to use the template and provides detailed instructions for completing each of the six required columns, including organisation ID, subsidiary ID, organisation name, Companies House number, parent-child relationship, and franchisee/licensee/tenant status.

Welsh Government introduces Disused Mine and Quarry Tips (Wales) Bill

The Welsh Government has announced that the Disused Mine and Quarry Tips (Wales) Bill, along with an explanatory memorandum, has been laid before the Senedd Cymru. This Bill introduces a new regulatory framework to address safety concerns associated with both coal and non-coal tips in Wales. It proposes the establishment of a new public body, the Disused Tips Authority for Wales, which will be responsible for the assessment, registration, monitoring, and management of disused tips. Key provisions include granting the Authority powers to address tip instability, including requiring landowners to carry out necessary operations or allowing the Authority to conduct such operations itself. It also introduces related offences to support the enforcement of the new framework. This follows the Law Commission's 2022 report, which recommended reform of the existing Mines and Quarries (Tips) Act 1969.
