OPRED updates offshore environmental legislation guidance covering 22 regulatory frameworks

The Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) has updated its comprehensive guidance on offshore environmental legislation, covering 22 regulatory frameworks affecting oil and gas operations. The update includes new supplementary guidance for assessing scope 3 emissions effects on climate from offshore projects, published following public consultation between October 2024 and January 2025. The guidance encompasses regulations from conservation of marine habitats to pollution control, emissions trading schemes and environmental impact assessments.

ICAO publishes calculation triggering first airline carbon offset requirements under CORSIA

The International Civil Aviation Organization (ICAO) has published a calculation that will enable governments to inform airlines of their first carbon offsetting requirements under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The calculation, based on 2024 international aviation growth data, allows governments to determine the specific amount of CO₂ each airline must offset to ensure carbon neutral growth in compliance with the 1944 Convention on International Civil Aviation. ICAO received emissions data covering 99% of CO₂ emissions in 2024 from 128 States, with the organisation estimating emissions for 10 additional States that did not provide data. The Sector's Growth Factor for 2024 has been set at 0.15405257, which governments will apply to individual airline emissions data to calculate offsetting obligations. ICAO has published the emissions data and comprehensive CORSIA documentation on its website to support transparency and accountability in the scheme's implementation.

DfT updates RTFO and SAF Mandate guidance for recycled carbon fuels

The Department for Transport (DfT) has published updated guidance for suppliers of recycled carbon fuels under the Renewable Transport Fuel Obligation (RTFO) and Sustainable Aviation Fuel (SAF) Mandate. The 2026 guidance covers eligibility definitions for recycled carbon fuels, feedstock eligibility processes, and carbon and sustainability requirements, replacing earlier 2024 guidance while retaining the previous version for historical reference.

Defra publishes response to invasive species Pathway Action Plans consultation

The Department for Environment, Food & Rural Affairs (Defra), jointly with the Scottish Government and Welsh Government, has published its response to the consultation on draft Pathway Action Plans (PAPs) for invasive non-native species in Great Britain. The consultation, which ran from 23 June 2025 to 18 August 2025, received 66 responses from individuals, non-governmental organisations, public bodies, sector trade bodies and membership organisations. The PAPs target five priority introduction pathways: recreational boating, angling, horticulture, zoos and aquaria, and pets. The anonymised and summarised consultation responses will be shared with PAP working groups for expert consideration, with any required modifications to be made based on the feedback. Following working group review, the PAPs will require sign-off from the Great Britain Invasive Non-native Species Programme Board before final publication, which is expected by the end of 2026.
