The Welsh Government has launched a consultation, regarding a new code of practice for regulated care and support services. The draft code, created under the Regulation and Inspection of Social Care (Wales) Act 2016, will provide guidance to local authorities, health boards and NHS trusts on quality assurance, performance management and service closure procedures. The consultation, running until 30 June 2025, aims to replace the existing 2009 statutory guidance on care home closures and concerns.

The Welsh Government has launched a consultation on proposed revisions to the National Minimum Standards (NMS) for Regulated Childcare for children under 12. The changes aim to improve clarity and accessibility by restructuring the NMS into an HTML format, aligning standards more closely with Early Childhood Play, Learning and Care principles, and adopting a proportionate approach to staffing and training requirements for Open Access Playwork services. Additional proposals include updates to medication guidance, clarification on staff deployment, and limited flexibility in childminder ratios. The consultation will run until 10 December 2025.

The Welsh Government has launched a consultation, seeking views on proposed changes to various permitted development rights in relation to air source heat pumps (ASHPs), off-street parking electric vehicle charging units, temporary camp sites, development by statutory undertakers, emergency affordable housing and interim uses, and the definition of major development. The consultation also proposes introducing permitted development rights for reverse vending machines (RVMs). The consultation closes on 1 July 2025.

The Welsh Government has launched a consultation on proposals to revise the classification of self-catering properties for local tax purposes. The consultation reviews the current 182-day commercial letting threshold used to determine whether properties are liable for non-domestic rates rather than council tax and seeks views on introducing exemptions for certain types of self-catering accommodation. The government says the review aims to balance support for genuine self-catering businesses with the need to prevent an oversupply of holiday accommodation that could reduce housing available to local communities.

The Welsh Government has launched public consultation on the draft Senedd Cymru (Representation of the People) Order 2025 (the Conduct Order). This proposed order aims to revoke and replace the existing National Assembly (Representation of the People) Order 2007 with a modernised, fully bilingual version in preparation for the 2026 Senedd Elections. The consultation, which concludes on 17 February 2025, invites stakeholders to submit their views on the draft order through various channels, including an online form, email, or post. The Welsh Government has launched a consultation on proposing changes to council tax enforcement practices. The proposals aim to extend the timeframe before enforcement action following missed payments, currently set at seven days. This follows the Local Government Finance (Wales) Act 2024, which enabled a 2028 property revaluation and the April 2025 implementation of Universal Credit data integration for automated Council Tax Reduction Scheme applications. The consultation runs until 23 July 2025 and includes provisions for extended communication periods between councils and residents before enforcement actions.

The Welsh Government has launched a consultation on draft statutory guidance for the formation of 16 to 18 local curricula guidance in Wales. The draft guidance will provide statutory direction from the Welsh Government to the Commission for Tertiary Education and Research (Medr) and will outline duties for Medr, maintained secondary schools with sixth forms, further education institutions and local authorities in the formation and planning of 16 to 18 local curricula. The Welsh Government stated that concluding the consultation in March 2026 will enable the publication of the final guidance during the summer term, which Medr can use for the 2026-27 academic year. The consultation closes on 31 March 2026.

The Welsh Government has launched a consultation on proposed changes to the current election expense limits for registered parties. The consultation is in preparation for upcoming changes to the electoral system for Senedd elections, which will come into force from April 2026 under the Senedd Cymru (Members and Elections) Act 2024. Consultation proposals include new limits to expenditure, which are intended to reflect the move to a fully proportional system with 16 multi-member constituencies, and the removal of electoral regions. The consultation closes on 1 November 2024.

The Welsh Government has launched a consultation on the draft Environmental Principles and Integrating Environmental Protection Statement. This Statement is required under the Environment (Principles, Governance and Biodiversity Targets) (Wales) Act 2026, which imposes new duties on Welsh Ministers, Natural Resources Wales and certain public authorities regarding environmental principles and the integration of environmental protection. The Welsh Government has launched a consultation on its first Timber Industrial Strategy, scheduled for publication in summer 2025. The Welsh Government has launched a consultation seeking views on policy proposals for a second set of regulations under the Tertiary Education and Research (Wales) Act 2022 (TER(W)A2022). This follows an earlier consultation held in October 2023. The proposed regulations aim to establish a register of tertiary education providers of higher education in Wales. They focus on defining qualifying courses and persons for regulated course fees subject to fee limits and setting the maximum fee limits permissible in a fee limit statement.
