Ofgem has opened the first application window for Long Duration Electricity Storage (LDES) projects under the cap and floor regulatory scheme. LDES systems are designed to store and release electricity over extended periods, typically eight hours or more. The cap and floor regime provides a minimum revenue floor for LDES operators to manage high capital costs and long build times, while the revenue cap helps reduce costs for consumers. The application window will accept submissions through two parallel tracks: a 2030 track and a 2033 delivery track. Ofgem will prioritise decisions on projects capable of delivering by 2030 if necessary. Interested parties must notify Ofgem of their intent to apply by 22 April 2025, specifying project details. Developers must submit their applications by 9 June 2025, with Ofgem expected to approve the first projects by Q2 2026.

Ofgem has ordered Octopus Energy to pay approximately £1.5m in redress to former prepayment meter customers for failing to issue final bills within six weeks of a supplier transfer or contract termination, as required under Standard Licensing Condition 27.17 (SLC 27.17) of the gas and electricity supply licences. This non-compliance affected 34,494 customers. The total payment comprised £231,000 for refunds of outstanding credit, £1.040m under the Guaranteed Standards of Performance (GSOP) and £212,000 in additional redress. Where it was not possible to trace a customer, Octopus Energy has agreed to make payments to the Energy Industry Voluntary Redress Fund. Octopus Energy has since updated its billing processes and systems to align with SLC 27.17.

Ofgem has concluded its call for input on the relative price control (RPC) framework for Independent Gas Transporters (IGTs) and confirmed that it will proceed with a formal review. The review will consider whether the existing arrangements—first introduced in 2007—remain fit for purpose, with a particular focus on transparency, cost reflectivity and consumer outcomes. Ofgem will also examine how the RPC framework interacts with other ongoing workstreams, including the future role of gas and the market-wide half-hourly settlement.

Ofgem is consulting on its proposed approach to implementing the energy industry code governance reforms laid out in the Energy Act 2023 (EnA 2023). The EnA 2023 provides Ofgem with new functions to set the direction for the electricity and gas industry codes and to license code managers, who will be responsible for the governance of the codes. Ofgem's proposed approach will allow codes to be changed more quickly and respond to changes in the energy market. The approach also aims to help the UK government achieve its net zero goals. Ofgem is now seeking feedback, specifically from participants within the distribution network, generation and wholesale market, supply and retail market, transmission network and offshore transmission network sectors. The consultation will close on 23 April 2024.

Ofgem has provided an update on its redevelopment of the Renewables and CHP (R&CHP) Register, currently used to administer the Renewables Obligation, Feed-in Tariff and Renewable Energy Guarantees of Origin schemes. The rationale behind the redevelopment is to make a new register that is easier to use, fit for purpose and that provides a better user experience. The new system will be called the Renewable Electricity Register (RER). At present, the project remains at beta phase, with testing of the RER by users taking place to ensure it meets their needs and to understand and resolve usability issues. Ofgem stated that ‘future testing in the short term will include testing with users with enhanced accessibility needs and testing of functionality on the live system. The feedback from our user testing sessions so far has been very positive and provided the project team with invaluable feedback to incorporate into the new service’. The launch of the RER is currently planned for the end of Q3 2020–21.
