Ofgem has published a report describing a trial of the use of attack graphs for analysing the cyber-security of an Industrial Control System (ICS) used by an operator within the Downstream Gas & Electricity (DGE) subsector. Attack graphs provide a data structure for capturing the information needed to perform an attack path analysis. This analysis of cyber vulnerability will be required for effective cyber risk management of the energy networks as the DGE subsector adapts to the needs of decarbonisation and digitalisation, therefore increasing the complexity of its control systems.

Ofgem has published an agreement, outlining its new working arrangements with the EU Agency for the Cooperation of Energy Regulators (ACER), as well as Northern Ireland's Utility Regulator (UREGNI). This agreement is required by the Trade and Cooperation Agreement as part of the UK’s post-Brexit relationship with the EU.

Ofgem has published its authority decision on the Retail Energy Code (REC) modification R0119. This modification aims to provide a clear definition for the term 'annulment', establishing when an annulment should be carried out in Schedule 23 of the REC. Additionally, this modification updates Schedule 1 of the REC by defining the term 'annulled'.

Ofgem has published a summary of responses to its call for input on demand connections reform, following concern that rising demand connection applications from data centres, are congesting the queue and delaying viable projects. The consultation received 120 responses. Respondents broadly supported a financial mechanism and stronger readiness requirements, provided these are proportionate and do not duplicate existing securities. Ofgem will not take forward a non-refundable fee, changes to planning consent requirements, or Gate 2 readiness changes. It will instead consult on milestone-based financial capability and progression checks. Respondents also supported clearer strategic prioritisation, self-build, and flexible or phased connection arrangements. Ofgem plans further consultations under the Curate and Connect pillars.

Ofgem has published cap derogation monitoring outcome letters for various licensees. These letters detail Ofgem’s assessment and conclusion following the introduction of annual monitoring requirements for derogated renewable standard variable tariffs, from the default tariff cap issued on 31 October 2023. The derogations enable the licensees to charge independently from the maximum rates set by the default tariff cap for the Standard Variable Tariffs for which they applied for derogations. The derogations seek to support renewable tariffs that have been derogated from the default tariff cap and benefit customers.

From 1 October to 31 December 2024, the price for energy for a typical household using electricity and gas and paying by Direct Debit will increase to £149 per year. This represents an increase of 10%, adding around £12 per month to an average bill. The new cap is 6% (£117) cheaper in comparison to the same period last year (£1,834).

Ofgem has published the updated RIIO-ED2 Distribution System Operation (DSO) incentive governance document and the Regulatory Instructions and Guidance (RIGs) Annex 1. Key updates include the removal of performance metrics from the DSO incentive due to data quality concerns, lack of historical data, and methodological issues. Consequently, the governance document was amended to reflect this change, outlining the processes, criteria for performance assessment, reporting requirements, and the methodology for determining incentive rewards or penalties. Additionally, the RIGs were revised to remove the outdated reporting requirements, and new requirements were developed in collaboration with Distribution Network Operators (DNOs) to provide more quantified metrics for the next control period, with three new reporting requirements proposed and consulted on.

Ofgem has published the outcome of its connections end-to-end review and decided to take forward two linked programmes of work: Transforming Connections Data and Transforming the Connections Experience. The review concerns the regulatory framework for electricity grid connections, including electricity transmission, electricity distribution and the National Energy System Operator (NESO). Transforming Connections Data covers theme one of the review and focuses on improving the transparency, consistency and quality of connections data. Ofgem has decided to introduce new datasets, improve existing publications and support greater consistency across connections data. Transforming the Connections Experience covers themes two to five and seven and focuses on improving service standards, transparency and the timely delivery of connections. Ofgem has decided to introduce clearer and more consistent minimum standards, strengthen accountability for delivery and enhance customer redress where issues arise. Ofgem is now consulting on the design, scope and implementation of the two programmes before developing regulatory requirements and guidance.

The document details the rationale behind introducing two new special licence conditions, SpC 9.20 and 9.21, and modifying two existing conditions, SpC 1.1 and 9.14. It also introduces three new associated documents designed to enhance information exchange and conflict management within the framework.
