Ofgem has launched an urgent statutory consultation on Capacity Market (CM) rule change proposal CP388. The proposal seeks to amend the CM rules to allow assets with existing grid connection agreements with a connection date beyond 1 October 2029, which have requested revised connection dates through the National Energy System Operator (NESO)'s Gate 2 process, to conditionally prequalify for the T-4 auction for the 2029/30 delivery year. The consultation closes on 18 July 2025.

The Office of Gas and Electricity Markets (Ofgem) has introduced an Advanced Procurement Mechanism (APM) to accelerate electricity transmission infrastructure investment, providing early access to £4bn in funding. The regulator has issued a statutory consultation on modifying transmission licence conditions to implement the mechanism, alongside its final decision document. The initiative aims to expedite Britain's transition to net zero through strategic infrastructure development in the electricity transmission sector.

Ofgem has decided to modify Annex F-Interruptions of the Regulatory Instructions and Guidance (RIGS) for RIIO-ED2. The amendments include removing the reference to ‘storm category 3’ in some paragraphs, clarifying how the updated payment amounts will be applied and providing illustrative examples on how the new time bands should be working during outages and illustrating how the payments should be adopted under the inflation adjustment mechanism. These changes take effect from 1 March 2024.

Ofgem has published a decision, announcing modifications to the Smart Meter Communication Licence as part of its ongoing review of the regulatory framework for the Data Communications Company (DCC), ahead of the licence’s expiry in 2027. The decision follows Ofgem’s statutory consultation published in May 2025 and aims to support Ofgem’s policy conclusions on the transition to a new cost control regime, while supporting the administration of the final Price Control at the end of the licence term. Key modifications include: (1) implementing the ex-ante process for determining DCC’s Allowed Revenue under the Successor Licence; (2) amending dates for certain reporting requirements, including the Price Control submission, to align with the Transfer Date; (3) amending the Baseline Margin Adjustment and External Contract Gain Share mechanisms; and (4) making minor technical and housekeeping changes.

Ofgem has approved modifications to the Independent Gas Transporters (IGT) Uniform Network Code (UNC) and the UNC with regards to settlement adjustments for supply meter points (SMPs) impacted by the Central Switching System Priority 1 incident. The modifications to the IGT UNC will implement mechanisms for settlement adjustments for approximately 7,000 registrations related to supply meter points on IGT networks, allowing for settlement issues caused by the Priority 1 incident to be resolved. The UNC modification will implement the mechanism for settlement adjustments for approximately 80,000 registrations to achieve the same goal.

Ofgem has opened a call for input on whether Capacity Market Advisory Group (CMAG) continues to meet its objectives, whether its governance arrangements remain fit for purpose and how its role should develop to meet future needs. The review will assess CMAG’s effectiveness and stakeholders, its Terms of Reference and Operating Procedures, and how it should develop to support future stakeholder engagement and industry needs. CMAG was established to support a more dynamic, adaptive and transparent Capacity Market Rules change process by providing an industry forum to develop, scrutinise and prioritise proposals for improving the rules. Responses will inform Ofgem's assessment of CMAG and any proposed changes to its operation, governance arrangements or future role. The call for input closes on 2 October 2026.

Ofgem has opened a call for input on its Maximum Resale Price (MRP) direction for gas and electricity reselling. The MRP direction ensures that gas and electricity supplied to residential properties cannot be resold for more than the price that the reseller originally paid. Ofgem is seeking stakeholder views on whether the MRP continues to deliver fair pricing, adequately protects consumers and enables investment in low-carbon infrastructure and consumer flexibility. Specific areas under review include electric vehicles, marine craft, non-domestic customers, energy storage, enforcement mechanisms and billing transparency. The call for input closes on 4 December 2025.

Ofgem has opened a call for input seeking views on adapting the wholesale allowance of the energy price cap to accommodate market wide half–hourly settlement (MHHS), which will change how suppliers are settled when purchasing electricity to match customers’ demand. Ofgem proposes to: (1) set a wholesale allowance that allows the cap to track and reflect the costs of serving default tariff customers; (2) consider whether and how it account for diversity across suppliers’ cost bases and (3) develop the cap for customers who want to change their usage patterns. To achieve these proposals, Ofgem considers updating how it sets the single-rate cap level, designing at least one time of use energy price cap variant and evaluating whether further risk mitigations are required to address differences between supplier customer bases. The call for input closes on 5 May 2026.

Ofgem has opened a call for input, inviting views on introducing proportionate, standardised reporting requirements for the procurement of electricity network equipment and services. This consultation is set against what Ofgem describes as a 'once-in-a-century period of electricity network expansion in Great Britain.' The call for input examines several key areas within existing regulatory frameworks. These include the role of domestic manufacturing capability, demand visibility and procurement practices. Ofgem is particularly interested in understanding the factors that influence procurement decisions and exploring adjustments that could encourage greater local content in supply chains. The growing demand for equipment by regulated networks is viewed as a critical enabler of supply chain growth. The call for input closes on by 10 May 2026.

Ofgem has opened a call for input on a review of existing gas connection and access arrangements to determine whether they remain fit for the future as the energy system evolves. Ofgem seeks views on whether the current arrangements provide adequate flexibility and coordination within a more strategically planned energy system, or whether changes may be required in the future. The call for input closes on 22 October 2026.

Ofgem has opened a call for input seeking evidence and views on the third-party intermediary (TPI) sector in the retail energy market. This follows the government's stated intention to appoint Ofgem as the statutory regulator of TPIs. The call for input seeks opinions on market structure and competition, potential distortions and incentives, distributional effects and the design of an authorisation fee regime. Ofgem has expressed concerns regarding mis-selling, pressure selling, lack of transparency and misaligned incentives. Ofgem expects to publish its final report in winter 2026–27, with the findings intended to guide a subsequent consultation on the development of a regulatory regime for TPIs. The call for input will close on 16 July 2026.
