Ofgem has launched a consultation on proposed licence changes to exempt electricity suppliers with fewer than 50,000 domestic customers from the universal service obligation (USO), which requires them to offer supply to any domestic customer. The exemption would allow smaller suppliers to focus on specialist products and services until they reach the threshold, aiming to reduce barriers to entry and support innovation in the electricity retail market. Following feedback on an earlier consultation, Ofgem has revised the proposed wording so that the threshold applies to the total number of customers supplied by licensees within the same corporate group, to prevent businesses from using multiple licensed companies to avoid the obligation. Other applicable requirements, including consumer protection, financial resilience and price cap rules, would continue to apply. Ofgem plans to evaluate the exemption two years after implementation. The consultation closes on 5 November 2026.
