Ofgem has launched a consultation on proposed modifications to Special Condition 3.21 of the Gas Transporter Licence to allow unused biomethane connection funding to be reallocated between gas distribution networks within the same corporate group. The changes would replace network-level UIOLI funding allocations for Cadent and SGN with corporate-level allocations, giving the groups greater flexibility to direct funding to eligible biomethane connection projects where demand arises. The proposals follow Ofgem’s decision to amend the Biomethane Connections UIOLI Governance Document. Ofgem also proposes replacing RIIO-3 price control period funding totals of £20 million per network with annual totals of £4 million per network. The consultation closes on 7 September 2026, with the consultation outcome, in the form of a decision or policy statement, expected on 21 September 2026.

Ofgem has launched a consultation on draft guidance on how electricity network owners, interconnector developers and offshore transmission developers can demonstrate wider long-term benefits from procurement decisions. The guidance covers long-term consumer value, whole-economy growth and net zero benefits, including reduced supply-chain risks, additional investment, improved productivity and lower greenhouse gas emissions. It aims to clarify how these benefits can be assessed within existing regulatory frameworks while maintaining consumer protection. Ofgem seeks views on whether the approach, evidence standards and examples are clear, practical and proportionate. The consultation closes on 5 January 2027.

Ofgem has launched a statutory consultation under the Energy Act 2023 aimed at harmonising the code modification prioritisation processes across all energy industry codes. It marks a significant milestone in energy code reform under the Act’s new governance framework. Ofgem is seeking input on four main policy areas: (1) prioritisation process; (2) prioritisation criteria and categories; (3) prioritisation governance and (4) policy implementation. The consultation will close on 12 January 2025.

Ofgem has launched a consultation on introducing a health and safety policy re-opener into the carbon dioxide transport and storage licences held by Net Zero North Sea Storage Ltd and Liverpool Bay CCS Ltd. The proposed mechanism would allow the licensees to request adjustments to cost allowances where unforeseen changes in sector-specific health and safety policy require material changes to construction or operational practices. Ofgem proposes a £5m minimum threshold and a £30m cap on adjustments for each qualifying change. The proposal aims to address risks outside licensees’ control that may not be covered by existing licence protections, with the aim of supporting investment and reducing costs for network users. The consultation closes on 6 November 2026.

Ofgem has launched a consultation on three draft authorisation conditions for entities authorised to operate or supply heat networks in Great Britain. These draft authorisation conditions cover: (1) registration of heat networks with deemed authorisation; (2) nomination of a primary contact for regulatory engagement for heat networks with multiple operators; and (3) notification of material changes to an authorised heat network. The consultation closes on 22 September 2025.

Ofgem has launched a consultation on draft guidance for heat networks consumer protection. The draft guidance covers the rules and requirements set out in Ofgem’s heat network authorisation conditions relating to standards of conduct, quality of service, billing transparency, back-billing, heat supply contracts, protections for vulnerable consumers and security of supply. The consultation closes on 17 October 2025.

Ofgem has launched a consultation on draft guidance for mandatory data reporting requirements under heat networks regulation. The consultation builds on Ofgem's previous authorisation and regulatory oversight consultation from November 2024. The guidance aims to establish specific data points that heat network suppliers and operators must report to Ofgem, including reporting segments, periods and submission timings for regulatory monitoring purposes. The consultation ends on 12 January 2026.
NEWS
Ofgem has launched a consultation on the detailed arrangements for recovering the costs of heat networks regulation. The consultation follows the government’s 2022 decision to adopt a blended approach to cost recovery, under which Ofgem’s regulatory costs will initially be recovered through licence fees paid by certain gas and electricity licensees, and at a later stage through fees levied on both gas and electricity licensees and heat network authorised persons. Ofgem is seeking views on several proposals, including: (1) the detailed design of the blended cost recovery approach across heat network authorised persons and gas and electricity licensees; (2) the introduction of a de minimis threshold; (3) the methodology for fee apportionment; (4) fee incidence, including which parties will be liable for payment; and (5) the frequency of fee collection. The proposals are intended to streamline administrative processes, reduce regulatory burden and ensure a fair and proportionate allocation of costs. The consultation closes on  2 April 2026.
NEWS
Ofgem has launched a consultation on implementing outcomes-based regulation in the domestic and non-domestic energy supply markets. The proposals build on Ofgem’s response to its 2025 Consumer Outcomes call for input, in which the Ofgem concluded that the existing regulatory framework should evolve towards a more outcomes-based approach focused on the results consumers experience rather than prescriptive requirements. Following feedback from suppliers, consumer groups, charities and other stakeholders, Ofgem decided to pursue a phased implementation programme aimed at improving consumer outcomes while supporting innovation, growth and a simpler regulatory framework.

Ofgem has launched a consultation on interim heat network authorisation application arrangements. From 27 January 2027, anyone intending to begin operating or supplying on a relevant heat network in Great Britain must apply to Ofgem and be authorised before starting the regulated activity. Applicants would submit high-level information through an Ofgem webform as part of the authorisation application process. Once authorised, operators and suppliers would need to register via Ofgem’s digital service within three months of starting the activity. Ofgem is also consulting on proposed changes to authorisation conditions 'A04: Registration' and 'A05: Nominated Operator', together with related amendments to its registration guidance. The interim arrangements are intended to avoid a regulatory gap ahead of further application requirements. The consultation closes on 2 November 2026.

Ofgem has launched a consultation on proposed rules that would require energy suppliers to offer customers at least one lower standing charge tariff option across England, Scotland and Wales. Suppliers would also be required to clearly explain all tariff rates and charges to customers. The proposal, following Ofgem’s February 2025 consultation on introducing a zero standing charge variant within the energy price cap, would be implemented through amendments to Standard licence conditions. The consultation closes on 22 October 2025. Alongside this, Ofgem has published a technical working paper outlining alternatives to introducing a zero standing charge price cap variant. The paper explains Ofgem’s rationale for its new approach, including implementation options and compliance monitoring frameworks.

Ofgem has launched a consultation on new guidance for comments and representations on energy licence applications and a proposal to reduce the non-statutory notice of application comment period from 28 calendar days to 15 working days. The draft guidance explains when and how submissions can be made, how Ofgem will consider them and the types of matters it can and cannot take into account. The consultation closes on 19 November 2026.
