Ofgem has launched a non-statutory consultation on a proposed modification to Standard Licence Condition (SLC) 31E of the electricity distribution licence, which would remove the reporting requirements currently mandated by that condition. This follows plans for new flexibility service reporting to be introduced by Elexon in its role as Market Facilitator, with reporting to Ofgem continuing until the new reporting process is established in April 2027. The consultation seeks views on the licence modifications, the future role of procurement statements and reports and the alignment of data reporting responsibilities with Elexon. The consultation closes on 20 April 2026.

Ofgem has launched a consultation on proposed modifications to the Network Asset Risk Metric (NARM) methodologies used across the electricity transmission, gas transmission and gas distribution sectors, following audits completed during RIIO-2. The consultation sets out changes proposed by gas distribution networks, electricity transmission owners and National Gas Transmission, alongside Ofgem’s assessment of those proposals. Ofgem is seeking views from licensees and other gas and electricity network companies, particularly those with an interest in NARM. The consultation closes on 20 March 2026.

Ofgem has launched a consultation on proposed modifications to the electricity distribution licence. The effect of the proposed modifications will be to increase the Low Voltage Services Volume Driver (LVSVD) unit rates, LVSVD ex-ante allowances and, for one DNO only, the Secondary Reinforcement Volume Driver (SRVD) cap. This consultation follows Ofgem’s decision on a review of the RIIO-ED2 Load Related Expenditure (LRE) volume drivers, in which it confirmed its intent to modify Special Condition 3.9 of the electricity distribution licence. The consultation closes on 9 July 2026.

Ofgem has launched a consultation on proposed reforms to the Offshore Transmission Owner (OFTO) regime, aimed at ensuring the framework remains fit for purpose as the scale, frequency and complexity of offshore wind transmission projects increase. The consultation focuses on reducing barriers to entry for new bidders, supporting effective competition, and adapting the tender process to manage a growing pipeline of offshore transmission assets. It also sets out proposals on Enhanced Pre-Qualification (EPQ) cost reimbursement, EPQ passporting, the introduction of qualitative scoring at the invitation to tender (ITT) stage, and the management of larger tender rounds. The consultation closes on 23 March 2026.

Ofgem has launched a consultation, seeking views on its revised Licence Expectations and Performance Arrangements Governance documents, which support the implementation of the National Energy System Operator (NESO)’s regulatory framework for the RIIO-2 Business Plan 3 (BP3) period, covering 1 April 2025 to 31 March 2026. The revised Licence Expectations Document, which replaces the 'Roles Guidance' document, focuses solely on licence expectations, excluding incentives expectations, and introduces structural changes and updated minimum expectations to reflect changes in some of NESO’s activities. The updates to the Performance Arrangements Governance document reflect Ofgem’s decision to modify NESO’s performance incentives framework. Key changes include revised incentives timelines and processes, reflecting a shift to a one-year assessment period for BP3, updated evaluation guidance, and an updated reporting framework for NESO to align with the new incentives framework. The consultation closes on 5 March 2025.

The primary objective is to simplify the licence conditions, making them easier to use. The consultation covers topics related to consumer protection, electricity supply, and gas supply. Ofgem has launched a consultation on introducing smart meter guaranteed standards of performance. The consultation aims to clarify that the Electricity and Gas (Standards of Performance) (Suppliers) Regulations 2015, SI 2015/1544, apply to both smart and traditional meters, ensuring a clear understanding for energy suppliers and consumers. It also proposes four new guaranteed standards to address various smart metering-related issues: (1) reducing wait times for smart meter installation appointments so that customers are offered an appointment within six weeks of their request; (2) providing compensation for failed installations due to faults within the supplier’s control; (3) requiring suppliers to deliver a resolution plan within five working days if a customer reports a problem with their smart meter; and (4) providing compensation if smart meters do not operate in smart mode and remain unresolved for over 90 days. The consultation closes on 9 May 2025. The feedback received will assist Ofgem in drafting the statutory instrument required to implement these standards.

Ofgem has launched a consultation seeking views on draft supplemental guidance for the determination of disputes arising from the Gate 2 to Whole Queue (G2tWQ) exercise. The guidance is intended to supplement, rather than replace, Ofgem’s existing April 2017 guidance on the determination of disputes for use of system or connection to energy networks. It outlines Ofgem’s powers, approach and procedures for managing disputes concerning operational decisions made as part of the one-off G2tWQ exercise by the National Energy System Operator (NESO) and electricity distribution and transmission companies. It clarifies that parties must exhaust alternative dispute resolution routes before referring a matter to Ofgem. Ofgem will only consider exceptional cases where NESO or distribution network operators have breached regulatory obligations or failed to resolve errors. The consultation closes on 14 November 2025.
