Ofgem has launched a consultation on proposed changes to the gas transporter licences held by Harlaxton Gas Networks Ltd, Leep Gas Networks Ltd and Stark Infra-Gas Ltd. It proposes to insert Special Condition 1 (SPC1), which sets out charging arrangements under the Relative Price Control for Independent Gas Transporters (IGTs). The affected licences currently lack SPC1, although Ofgem considers that it should apply because these licensees are not restricted to operating at specified sites. Ofgem also proposes to insert Special Condition 2 (SPC2), introducing the IGT Regulatory Instructions and Guidance reporting framework. This would improve oversight of the sector and support consistent monitoring of consumer and operational outcomes. The changes aim to close regulatory gaps and align the affected licences with the wider IGT licensing framework. Site-specific licensees would remain excluded from SPC2 because their limited activities would make its application disproportionate. The consultation closes on 30 October 2026.

The proposed changes would also introduce requirements relating to Digitalisation Strategies Action Plans (DSAP) and a consistent approach to data and digitalisation across code governance arrangements. Ofgem is additionally seeking to establish whether prospective code managers are already applying the Data best practice guidance voluntarily and whether barriers to wider adoption exist. The consultation closes on 10 September 2026.
