The National Energy System Operator (NESO) has published a letter to Ofgem, proposing a series of transitional arrangements to facilitate the implementation of connections reform. A key proposal includes implementing new measures that will ‘pause’ the acceptance or processing of connections applications received from 29 January 2025, subject to Ofgem’s approval. Exceptions will be made for demand projects directly connecting to the national electricity transmission network. NESO also proposes limited exceptions for certain critical modification applications, as well as continuing agreement variations and notices required for network safety and security during the pause period. NESO is seeking Ofgem's approval to extend these measures until 31 May 2025. Additionally, a deadline of 12 February 2025 has been proposed for customers to complete application requirements to ensure processing prior to the implementation of connections reform.

The National Energy System Operator (NESO) has published its 2024-25 Winter Outlook report, providing an assessment of the expected margins and outlining the readiness of the energy system for the upcoming winter. The NESO forecasts a base case de-rated margin of 5.2 gigawatts (8.8% of peak average cold spell demand) for this winter, which is higher than last winter's forecast of 4.4 gigawatts (7.4%) and the highest forecast since 2019-20. This assessment also assumes a peak average cold spell demand of 59.8 gigawatts, including operating reserve. While the NESO anticipates sufficient operational surplus throughout the winter, allowing for variations in demand, wind, and outages, there may still be some tight days where standard operational tools, such as system notices, will be required.

The National Energy System Operator (NESO) has published its Electricity Ten Year Statement (ETYS), providing an assessment of Great Britain (GB)'s future transmission requirements and the capabilities of the National Electricity Transmission System over the next decade. NESO’s ETYS is emphasises four key messages: the necessity for network reinforcement across GB, the importance of timely and coordinated reinforcements to reduce network constraints, a continued focus on voltage management, and the expansion of network planning through the Centralised Strategic Network Plan. The report highlights the need to enhance power transfer capacity between regions to avoid exceeding system capabilities, which could lead to constraint costs. It also identifies the need for increased voltage support, with regions such as Southern and Central Scotland, Northwest England, the East of England, the Midlands, and London requiring high levels of support.

The National Energy System Operator (NESO) has published its Future Energy Scenarios (FES) 2025 report, outlining three potential pathways for achieving net zero emissions by 2050. Each scenario varies in its reliance on electrification, hydrogen, bioenergy, and consumer engagement. The report highlights key actions to support a secure and cost-effective transition to net zero, including: (1) the rapid development of infrastructure for electricity, gas, hydrogen, and carbon capture; (2) greater uptake of energy efficiency measures, innovative tariffs, and demand side flexibility to reduce costs for consumers; and (3) incentives for industry to adopt low-carbon fuels and carbon capture and storage (CCS) technologies.

The National Energy System Operator (NESO) has published its first Gas Network Capability Needs Report (GNCNR), providing an independent assessment of Great Britain (GB)’s National Transmission System (NTS) and its ability to meet current and future network demands. The analysis indicates that the NTS has sufficient capability to operate safely over the next decade. However, the report highlights an increased probability of constraints at the Milford Haven terminal in South Wales, attributed to potential increases in liquefied national gas (LNG) imports during periods of low demand. These findings will inform National Gas Transmission's Strategic Planning Options Proposal, which will propose network reinforcement options. NESO will also use these findings to evaluate network reinforcement options in its upcoming Gas Options Advice Document, scheduled for publication by the end of 2025.

The National Energy System Operator (NESO) has published its Gas Options Advice (GOA) methodology for assessing investment proposals for the National Transmission System (NTS). As the third deliverable in the gas network planning cycle, the methodology provides a structured approach that considers security standards, gas supply and demand requirements and entry and exit capacity obligations. It also evaluates proposals from both National Gas Transmission and NESO, providing detailed analyses, focusing on economic, environmental, social and delivery factors.

The National Energy System Operator (NESO) has published its RIIO-2 Business Plan 3 (BP3), covering the period from April 2025 to March 2026. The BP3 outlines eight performance objectives aimed at facilitating the transition to clean power by 2030 and net zero emissions by 2050. These include developing strategic whole energy plans, improving sector digitalisation and data sharing, and reforming the connections process, among other objectives. The plan also addresses areas of improvement identified by industry and Ofgem, such as providing more detailed information on the BP3 costs and specific success measures for the performance objectives. Ofgem is set to publish its draft determinations on the BP3 in March 2025, allowing NESO and industry stakeholders to respond before the final determinations are published in spring 2025. Additionally, Ofgem is expected to launch a consultation on the BP3 performance framework reporting requirements and assessment methodology in early February 2025.

NESO has published its first Gas Market Roadmap under its gas system planner licence, setting out how gas market arrangements in Great Britain may need to evolve through the energy transition to 2050. Informed by Future Energy Scenarios 2025 pathways and structured stakeholder engagement, the roadmap identifies three central challenges: gas market transition, market resilience and emerging markets. The gas market transition challenge examines how charging, cost recovery and regulation must adapt as gas demand declines and the consumer base changes, with approximately £3.7–4.3 billion in regulatory asset value potentially remaining across gas networks by 2050. The market resilience challenge focuses on maintaining security of supply as UK Continental Shelf production declines and Great Britain becomes more reliant on imported gas and liquefied natural gas, with existing capacity access and balancing arrangements needing to evolve as gas-fired generation shifts to a flexible peaking role supporting the electricity system. The emerging markets challenge covers biomethane, hydrogen and carbon capture, utilisation and storage, examining how gas markets must adapt as these technologies develop alongside the existing gas system. The roadmap is expected to be updated every two years, with future cycles moving from identifying challenges to testing options and supporting more coordinated decision-making across government, regulators and industry.

The National Electricity System Operator (NESO) has published a letter, outlining proposed reforms to its grid connections process, following stakeholder feedback from its November 2024 consultation. These reforms aim to ensure timely connections for strategically aligned projects to achieve the government’s Clean Power 2030 objectives. NESO proposes that certain categories of projects that meet specific requirements, such as submitting planning consent applications before NESO's final proposal submission to Ofgem (expected on 20 December 2024) and securing planning consent by the end of the Gate 2 evidence submission window (expected by the end May 2025), or being awarded a government Contract for Difference or a Capacity Market contract by NESO, or obtaining Ofgem cap and floor or merchant route regulatory approvals for interconnector or offshore hybrid asset projects, will be deemed as meeting the strategic alignment element of the Gate 2 criteria. These projects must still satisfy the 'readiness' element of the Gate 2 criteria and will remain eligible for advancement requests and be subject to reassessments. NESO intends to submit its final connections methodologies proposals to Ofgem by the end of 2024, with Ofgem’s decision expected in Q1 2025.
