The Network for Greening the Financial System (NGFS) has published an input paper to support the G20 Sustainable Finance Working Group’s 2025 priority on scaling up adaptation finance for a just climate transition. The paper outlines a flexible framework for integrating adaptation and resilience into transition plans, structured around five pillars: governance, foundations, implementation strategy, engagement strategy, and metrics and targets. It presents a maturity model for developing adaptation metrics and targets, recognising the varying capacities and contexts of institutions. The paper highlights the growing relevance of physical climate risks and the need for transition plans to address both mitigation and adaptation. It also discusses implementation strategies, including risk avoidance, reduction, transfer, and investment in adaptation-related opportunities. The NGFS notes the importance of enabling environments—such as national adaptation plans, regulatory clarity, and public-private collaboration—particularly for emerging markets and developing economies. The paper is intended to inform ongoing work by financial institutions, policymakers, and supervisors in aligning transition planning with climate resilience objectives.

The Network for Greening the Financial System (NGFS) has published “an information note on improving greenhouse gas emissions (GHG) data”. Whereas the NGFS’ previous work (Final report on bridging data gaps) identified deficiencies in the availability, quality, and comparability of climate-related data, the new note reviews some of the difficulties of measurement, estimation and collection of greenhouse gas emissions data.

The Network for Greening the Financial System (NGFS) has published its updated guide for supervisors on integrating climate and nature-related financial risks into prudential supervision of banks and insurers. The guide sets out five recommendations: (1) understand how physical and transition risks transmit to economies and financial sectors; (2) consider these risks within supervisory mandates and develop appropriate strategies and organisational arrangements; (3) assess institutions’ exposures and potential losses; (4) establish and monitor supervisory expectations and (5) take mitigating supervisory action where appropriate through prudential frameworks and tools. The updated guide gives greater attention to nature-related risks and the climate-nature nexus as well as transition planning, adaptation, disclosure frameworks, litigation risk, scenario analysis and stress testing. It adopts a progressive and proportionate approach, allowing supervisors to adapt its recommendations to their mandates, legal frameworks, resources and the materiality of the risks concerned.

The Network for Greening the Financial System (NGFS) has released a cover report and two technical documents on Sustainable and Responsible Investment (SRI) in central banks’ portfolio management. The cover report suggests ten recommendations for central banks to deepen their understanding of SRI policies and improve their SRI practices. The two technical documents provide deep dives into the ways central banks can consider climate in their non-monetary investments in corporates or in sovereign debt. Through these documents, the NGFS aims to help central banks operationalise climate-focused SRI strategies in the management of these portfolios, without prejudicing their primary mandates.
