IAB Europe has expressed concerns regarding the European Data Protection Board (EDPB)’s Opinion regarding ‘consent or pay’ models used by large online platforms under Article 64(2) of Regulation (EU) 2016/679, the EU’s General Data Protection Regulation (EU GDPR). IAB Europe noted that the Opinion is likely to increase legal uncertainty for many businesses beyond large online platforms, which may affect the ability for users to access diverse sets of services and content online for free. IAB Europe further noted that the EDPB’s suggestions that personalised advertising would be irreconcilable with the EU GDPR principles were not demonstrated or substantiated. IAB Europe has also expressed concerns that the EDPB is prescribing an unprecedented interpretation not enshrined by the law and not supported by the Court of Justice of the European Union and called for a public consultation to help develop sound policy guidance that considers all stakeholders’ concerns and interests.

Among other things, the IAB proposes an early resolution mechanism and complaint admissibility.

IAB Europe has launched LEAF 2.0, a major update to its platform supporting the digital advertising ecosystem in measuring and reducing environmental impact. The update enhances usability, functionality, and alignment with current sustainability methodologies. It offers improved emissions estimation and benchmarking through a redesigned interface, streamlined calculations aligned with GMSF v1.2, and benchmarking across locations, environments, buy types, and device types. The creative compression workflow has been refined with a new media library and clearer guidance, while platform management and performance have been improved with better administrative tools, updated authentication, reduced latency, and bug fixes. The underlying digital ad emissions methodology is now documented on GitHub. Guided by the IAB Europe’s Sustainability Standards Committee, these updates aim to facilitate more effective, data-driven sustainability actions. To support industry adoption, two training courses will be offered: a five-day session from 13–17 October 2025 covering emissions measurement and sustainable media planning, and a condensed half-day overview on 27 November 2025 focused on environmental frameworks and campaign carbon reduction strategies.
