The Global Citizenship Observatory (GLOBALCIT) has published a report examining the legal conditions under which immigrants and their descendants may acquire citizenship across Europe. The study identifies considerable variation in residence, integration and procedural requirements among European states. Commissioned by the State Secretariat for Migration (SEM) in Switzerland, the report analyses the citizenship frameworks of eleven European countries and draws on the GLOBALCIT Citizenship Law Dataset, which covers 31 European jurisdictions. It examines the rules governing naturalisation, birthright citizenship and descent, as well as procedural aspects such as residence periods, integration tests and administrative discretion.

PRACTICE NOTES
Although its popularity has declined in recent years in favour of permissive licences such as MIT, and despite the introduction of a later version—the GNU GPL 3.0, a significant amount of software remains licensed under the GPL 2.0. Along with GNU GPL 3.0, it is a controversial and widely-discussed licence, primarily because of the copyleft consequences which are strongly inconsistent with commercial software licensing practices. Under the GPL 2.0, any work that is distributed or published, that in whole or in part contains or is derived from the GPL program or any part of it, must be licensed as a whole at no charge to all third parties. Among other things, this requires enabling recipients to copy, modify, and redistribute the work and requires the licensee to make the source code available. There is significant debate about the triggering events that bring this provision into play. In particular, the meaning of ‘distribute’ and when, exactly, a piece of software ‘contains or is derived from’ the GPL-covered software. This Practice Note sets out the

The Government Office for Technology Transfer (GOTT) has published guidance to assist public sector bodies (PSBs) in commercialising Knowledge Assets (KAs) outside the public sector while complying with the Re-use of Public Sector Information Regulations 2015 (RPSIR 2015), SI 2015/1415 and Crown copyright. The Information Commissioner’s Office enforces RPSIR 2015, SI 2015/1415, which generally apply to information produced within a PSB’s public task, excluding computer programs; PSBs must meet duties of competition, cost-recovery, fairness, and transparency, with limited exceptions. Crown copyright protects works created by Crown servants and is typically licensed under the Open Government Licence (OGL), though alternative terms require a delegation of authority from the National Archives. For commercialisation, PSBs should define objectives, assess KA composition, and consider licensing routes including OGL, Delegation-based licensing, assignment (for Crown works only), and other UK Government Licensing Framework options. The guidance includes tools to support decision-making and applies to both Crown and non-Crown contexts.
