The International Federation of Consulting Engineers (FIDIC) has published a report setting out the case for qualifications-based selection (QBS) as a procurement method for engineering and architectural consultancy services. The report argues that selecting consultants primarily on price can be a false economy and cites international research indicating that QBS-procured projects outperform those procured on price, including in owner satisfaction and the delivery of innovative solutions. It examines the use of QBS and related approaches across a number of jurisdictions, including approaches used in the US, Canada and the EU, as well as World Bank procurement frameworks, and provides practical guidance for clients on implementing QBS, including long-listing, short-listing, negotiation, transparency and integrity management. Under QBS, the most qualified firm is selected before price is negotiated against a defined scope. FIDIC is encouraging public and private sector clients, governments and development banks to adopt qualifications-based approaches to consultancy procurement.
