The Financial Conduct Authority (FCA) has concluded its 2022–2025 strategy with a wide-ranging programme of regulatory reform, digital innovation and international engagement aimed at enhancing the UK’s financial system. Central to this was the implementation of the Secondary International Competitiveness and Growth Objective (SICGO), introduced under the Financial Services and Markets Act 2023 (FSMA 2023). Over the three-year period, the FCA launched more than 50 initiatives to support economic growth, improve regulatory efficiency and reinforce the UK’s position as a global financial hub. These efforts are detailed in the FCA’s Annual Report and Accounts 2024–2025 and the SICGO report 2024/25, which highlight the regulator’s strategic alignment with government priorities, as outlined in its formal response to the Section 1JA recommendations from HM Treasury. The FCA’s performance was underpinned by a benefit–cost ratio of 7.9 in 2024/25, with £6bn in quantified benefits from regulatory interventions, as reported in ‘Our Positive Impact 2025’.
