The European Scientific Advisory Board on Climate Change has published its advice on draft scenarios under the EU regulation on trans-European energy networks which includes an assessment of the draft joint scenarios that help the EU identify and select energy infrastructure development projects that could benefit from financial and regulatory support. The assessment revealed several methodological issues with the draft scenarios, including inadequate carbon budget calculation and use of outdated climate data. The report reveals that the calculation of net greenhouse gas emissions in the EU over the period 2030—2050, as contained in the draft scenarios, is flawed and that a number of input assumptions of the draft joint scenarios seem implausible. While the overall transparency of the 2024 scenario building process has improved compared to previous cycles, access to the main model is not open.

The European Parliament and Council of the European Union (EU) have reached provisional political agreement on amending the European Climate Law to establish a binding intermediate climate target of 90% reduction in net greenhouse gas emissions by 2040, compared to 1990 levels. The agreement introduces flexibility mechanisms, including the use of high-quality international carbon credits from 2036 to contribute up to 5% of the emissions reduction target, corresponding to domestic reductions of 85%. The co-legislators have agreed to postpone the EU emissions trading system for buildings and road transport (ETS2) by one year from 2027 to 2028. The amendment strengthens review mechanisms through biennial assessments considering scientific data, technological developments and EU competitiveness, with provisions for the European Commission to propose revisions where necessary. Additional flexibilities include enhanced cross-sectoral instruments and the use of domestic permanent carbon removals within the EU ETS to compensate for hard-to-abate emissions. The provisional agreement requires formal endorsement and adoption by both institutions before entering into force 20 days after publication in the EU Official Journal.
