The European Network of Transmission System Operators for Electricity (ENTSO-E) has published a position paper on the European Commission's Electrification Action Plan, supporting its focus on electrification, grid development, flexibility and faster connections. It stated that Europe’s decarbonisation, competitiveness and energy-security objectives require a resilient, affordable and flexible power system capable of meeting rising demand from electric vehicles, heat pumps, industry, data centres and electrolysers. ENTSO-E called for timely grid reinforcement and expansion, more efficient use of existing networks, updated technical requirements, faster permitting and resilient supply chains. It identified adequate grid financing, flexibility across generation, demand and storage, and improved management of connection requests as the principal requirements, while supporting an indicative 2040 electrification target to provide clearer direction for investors and stakeholders.

The European Network of Transmission System Operators for Electricity (ENTSO-E) has released the first Offshore Network Development Plans (ONDPs), as part of its Ten-Year Network Development Plan for 2024, delivering on the deployment of the offshore infrastructure throughout all the European sea basins ensuring seamless integration of offshore wind farms. The ONDPs highlight the financial and technical needs for grids to be developed and upgraded to accommodate additional new generation capacity from European offshore territories. The report also highlights that the development of the offshore network infrastructure should take place in synergy with the protection of the marine environment.

The European Network of Transmission System Operators for Electricity (ENTSO-E) has published recommendations to support the forthcoming European Grids Package. Representing 40 transmission system operators across 36 countries, ENTSO-E emphasises the urgent need to enhance Europe’s electricity grid infrastructure to meet climate objectives, ensure energy security, and support electrification.

The European Network of Transmission System Operators for Electricity (ENTSO-E) published a position paper on 31 August 2026 setting out seven recommendations to reinforce the EU energy security framework for electricity infrastructure. The recommendations include: (1) developing harmonised and integrated risk assessments across the energy sector; (2) establishing minimum standards for securing critical grid assets; (3) clarifying the respective roles of transmission system operators and public authorities during crises; (4) strengthening regional co-operation for offshore infrastructure protection and recovery; (5) enabling faster cross-border deployment of critical resources in emergencies; (6) introducing security-sensitive transparency rules to protect critical infrastructure information and (7) supporting investment in electricity grid protection, including through national tariff frameworks and EU funding instruments. ENTSO-E states that energy security requires an integrated approach covering security of supply, physical security and cybersecurity. The recommendations are intended to support ongoing EU discussions on strengthening energy security.

The European Network of Transmission System Operators for Gas (ENTSO-G) has published draft guidance documents for the Ten Year Network Development Plan (TYNDP) 2024, and has opened a consultation on the TYNDP 2024 guidance documents and gas quality, as part of the Long-term Gas Quality Monitoring Outlook, alongside. The consultation will close on 9 July 2024.

The European Network of Transmission System Operators for Gas (ENTSOG) has published a position paper responding to the European Commission’s Grids Package proposal, released in December 2025. While ENTSOG supports the proposal’s overarching objective of strengthening the EU’s cross-border energy infrastructure, it criticises the proposal for its top-down approach to scenario development, the removal of interlinked modelling capabilities and the elimination of the Projects of Common Interest category for Smart Gas Grids. ENTSOG argues that these changes will have a negative impact on infrastructure planning and the development of cross-border biomethane trade.  ENTSOG further contends that a more balanced approach is needed to ensure that the proposal supports effective planning and fosters sustainable energy solutions across Europe.
