The aim of the memorandum is to ensure co-operation so that all activities of third-country groups in the EU are subject to comprehensive supervision in order to strengthen the supervisory framework established by the Capital Requirements Directive and Regulation (CRD IV and CRR) that apply to third-country groups in the EU. It aims to prevent the circumvention of requirements and any detrimental impact on the financial stability of the EU.
