This Practice Note guides you through the stages of implementing a training programme to support the roll out of a competency framework. It covers: • why training is required • who the training needs to be targeted at • what the content of the courses should be • how the training should be delivered • the timing of the training delivery • feedback on training and support Why is training required? Planning analysis: On 25 May 2025, the government published a technical consultation on the implementation of a new statutory build-out reporting framework, including requirements for build out statements, commencement notices and annual progress reports for larger residential schemes, alongside a new power for local planning authorities (LPAs) to decline to determine applications due to slow build-out rates. A working paper was published alongside the consultation, inviting views on further action the government should take to speed up homes being built. This includes a proposal for a ‘Delayed Homes Penalty’ as a ‘last-resort measure’ to encourage quicker housing delivery where development falls materially behind pre-agreed build out schedules.

MLex: Deliveroo, Bolt and Uber have seen a draft EU law on gig workers' contractual status delayed for a second time after France and three other countries opposed a political agreement reached last year. The bill has now failed a second time to gain approval even though its provisions have been watered down.

Employment analysis: Indirect discrimination can occur when there are rules or arrangements that apply to a group of employees or job applicants, which apparently are neutral but which in practice disadvantage employees with a protected characteristic (eg sex, race, age, disability, sexual orientation or gender reassignment). Daniel Gray, Associate at Taylor Vinters looks at an Italian Labour Court case which concluded that Deliveroo’s algorithm, which determined its workers’ priority to access delivery time slots, was discriminatory, to illustrate the potential risk that the use of artificial intelligence (AI) can create.
GLOSSARY
Delivery is defined in the Sale of Goods Act 1979, s 61(1) as the 'voluntary transfer of possession from one person to another' which is the point in time when the parties can be seen to have agreed that the legal right to possession of the goods passes from the seller to the buyer. A distinction must be made between the transfer of possession/delivery and the passing of title/ownership.

At common law, a deed is delivered when a party makes clear his intention to be bound, regardless of whether he retains possession of the document.

This Practice Note describes the purpose and functions of sea carriage documents with reference to the delivery of cargo; in particular it examines bills of lading and sea waybills. It considers how bills of lading may either be charterers’ bills or owner’s bills and how they act as evidence for a contract of carriage or as security for finance. Sea carriage documents A sea carriage document is presented to obtain delivery of cargo, either at the port of discharge or the place of delivery, which will depend on the type of sea carriage document issued by the carrier to the shipper. An order for delivery up is type of a mandatory injunction which can be used to compel the return of documents or other items wrongfully taken from the employer, within a certain specified period. These include applications for order for: • delivery up pursuant to CPR 25 and section 4 of the Torts (Interference with Goods) Act 1977 in cases where the defendant is alleged to have wrongfully interfered with good belonging to the claimant (delivery up of goods) • delivery up of assets belonging to the defendant where it is feared they will seek to evade enforcement of a judgment, and • the preservation of property pursuant to CPR 25 When to apply Delivery up orders, search orders and freezing orders are normally sought as an interim remedy, as there is usually a great deal of urgency involved for the employer. The tool covers the first three phases—Locate, Evaluate and Assess—visualising the results through a dashboard, and aims to integrate ecological considerations into financial and strategic processes while promoting transparency and accountability. It can be used by a variety of companies seeking to define their DIROs according to the LEAP method proposed by the TNFD.
