Planning analysis: On 25 May 2025, the government published a technical consultation on the implementation of a new statutory build-out reporting framework, including requirements for build out statements, commencement notices and annual progress reports for larger residential schemes, alongside a new power for local planning authorities (LPAs) to decline to determine applications due to slow build-out rates. A working paper was published alongside the consultation, inviting views on further action the government should take to speed up homes being built. This includes a proposal for a ‘Delayed Homes Penalty’ as a ‘last-resort measure’ to encourage quicker housing delivery where development falls materially behind pre-agreed build out schedules.
