The Department for Energy Security and Net Zero (DESNZ) has published two independent evaluations of its Energy Innovation Programme (EIP). The first evaluation examines the Carbon Capture and Utilisation Demonstration (CCUD) innovation programme, the Carbon Capture, Usage and Storage (CCUS) Innovation programme, and the Accelerating CCS Technologies (ACT) programme, covering the period from 2016–21. The second evaluation covers the £21m Industrial Fuel Switching and £33m Hydrogen Supply programmes. Both evaluations assess programme delivery, impact, and outcomes, with the second evaluation including case studies on the HyNet, Glass Futures, and Dolphyn projects.

The Department for Energy Security and Net Zero (DESNZ) has published evaluation reports for Phases 1 and 3 of the Public Sector Decarbonisation Scheme (PSDS) and the Low Carbon Skills Fund (LCSF). Since its launch in 2020, the PSDS has allocated £2.8bn in grant funding across its first three phases. The evaluations, conducted by the Winning Moves consortium in 2022, assess the scheme’s effectiveness in delivering energy efficiency and low carbon heat measures in public sector organisation buildings, as well as its impact on carbon savings. Additionally, the evaluations review the role of the LCSF in facilitating the development and delivery of PSDS projects and heat decarbonisation plans.

The Department for Energy Security and Net Zero (DESNZ) has published an exemptions request notice under the Contracts for Difference (CfD) (Allocation) Regulations 2014, SI 2014/2011. The notice outlines the process that excluded generators—those who have either allowed CfD offers to lapse or had CfDs terminated—must follow to apply for an exemption from their temporary site exclusion, to be eligible to participate in Allocation Round 7 (AR7), which is scheduled to open in August 2025. It also sets out: (1) the information required for an exemption request; (2) the deadline for submitting a request for an exemption certificate to the Secretary of State for Energy Security and Net Zero; and (3) where such requests should be sent.

The Department for Energy Security and Net Zero (DESNZ) has published an exemptions request notice for the Contracts for Difference (CfD) Allocation Round 6 (AR6) which sets out the process for excluded sites to apply for an exemption from their temporary site exclusion. This notice lays out details of the information to be provided in an exemption request, the date by which a request for exemption must be received by the Secretary of State, and where requests should be sent. DESNZ outlines that AR6 is due to open in March 2024.

The Department for Energy Security and Net Zero (DESNZ) has published the fifteenth annual statement of emissions for 2022, as required by section 16 of the Climate Change Act 2008. The statement identifies the steps taken to calculate the net UK carbon account for 2022. The net UK carbon account is used to determine whether the carbon budgets are being met, but not exceeded at the end of each budgetary period.

The Department for Energy Security and Net Zero (DESNZ) has published the final versions of the Contracts for Difference (CfD) Standard Terms and Conditions (ST&Cs) and associated agreements for Allocation Round 7 (AR7). The documentation package includes the main ST&Cs, a generic agreement, phase-specific agreements for both single and apportioned metering, a private network agreement, and terms for unincorporated joint ventures. Each CfD contract issued under AR7 will comprise two parts: a specific front-end CfD Agreement and the ST&Cs. The generic CfD Agreement contains project-specific information that tailors the application of the ST&Cs.

The Department for Energy Security and Net Zero (DESNZ) has published the final estimates of the UK’s greenhouse gas emissions from 1990 to 2023. The report indicates that in 2023, total emissions were 385 million tonnes CO2 equivalent, representing a 5% decrease from 2022 and a 53% reduction compared to 1990 levels. The electricity supply sector saw the largest reduction in emissions (20%) from 2022 to 2023, attributed to higher electricity imports and reduced electricity demand, which decreased gas use in power stations. The buildings and product uses sector also saw a 6% decline in emissions, primarily due to reduced gas consumption in residential buildings. Domestic transport remained the largest emitting sector, accounting for 29% of total emissions in 2023. UK-based international aviation bunker emissions increased by 17% from 2022 to 2023 but remained below pre-pandemic levels.

The Department for Energy Security and Net Zero (DESNZ) has published its final decision to amend the Energy Company Obligation (ECO4) Order, following a concluded consultation applying to England, Scotland and Wales. The Order will be amended to specify the government grants from which ECO4 measures cannot receive funding, enabling Exchequer-funded grants to be provided specifically for ECO4 purposes while continuing to exclude funding from other named schemes.The consultation, which ran from 8 December 2025 to 5 January 2026, received 128 responses from stakeholders including energy suppliers, installers, trade bodies, local authorities and consumer groups. The amendment addresses concerns that obligated energy suppliers have spent more than anticipated in the original impact assessment, with the government intending to provide public funding to prevent increases in consumer energy bills. DESNZ’s response, published on 9 February 2026, confirms the final legislative approach to amending the ECO4 framework.

The Department for Energy Security and Net Zero (DESNZ) has published the final evaluation report of the Energy Efficiency (Private Rented Property) (England and Wales) (Amendment) Regulations 2016, applicable to England and Wales. The report, published on 21 January 2026, covers the implementation of the regulations, provides evidence on compliance levels, and estimates the regulatory impacts. The evaluation was conducted by ICF, Verian, Ereda Consultants and Professor Peter Kemp on behalf of the department. This final report follows two previous interim evaluation reports published in earlier years. The evaluation comprises a main report of 67 pages and a technical annex of 82 pages, both available as PDF documents with reference number RAF079/1718.

The Department for Energy Security and Net Zero (DESNZ) has published the final reports from its Alternative Energy Markets Innovation Programme, which ran from 2023 to 2025, including the Flexibility Assets and Smart Homes (FLASH) report and the Chameleon Alternative Market for Energy Assessment (CAMEA) report.

The Department for Energy Security and Net Zero (DESNZ) has published its final statement for the third budgetary period, covering 2018 to 2022, as required by section 18 of the Climate Change Act 2008. The statement shows that on average emissions as measured by the net carbon account were 47% lower than base year emissions over the third carbon budget period.
