The Department for Energy Security and Net Zero (DESNZ) has published its final decision to amend the Energy Company Obligation (ECO4) Order, following a concluded consultation applying to England, Scotland and Wales. The Order will be amended to specify the government grants from which ECO4 measures cannot receive funding, enabling Exchequer-funded grants to be provided specifically for ECO4 purposes while continuing to exclude funding from other named schemes.The consultation, which ran from 8 December 2025 to 5 January 2026, received 128 responses from stakeholders including energy suppliers, installers, trade bodies, local authorities and consumer groups. The amendment addresses concerns that obligated energy suppliers have spent more than anticipated in the original impact assessment, with the government intending to provide public funding to prevent increases in consumer energy bills. DESNZ’s response, published on 9 February 2026, confirms the final legislative approach to amending the ECO4 framework.
