In a meeting with the Parliamentary Committee on the Environment, Public Health and Food Safety (ENVI) held on 27 April 2026, Commissioner Roswall confirmed that Regulation (EC) 1907/2006 (EU REACH) will not be reopened for major revisions, as was originally proposed in the 2020 Chemicals Strategy.

The European Commission has launched a consultation on initiative 15594 concerning European Health Data Space (EHDS) requirements for cross-border exchange of personal health data under the MyHealth@EU programme. The draft implementing regulation establishes detailed rules governing the infrastructure, including technical, semantic and organisational interoperability, cybersecurity, and service management, building on the existing eHealth Digital Service Infrastructure to enable secure and efficient data exchange across Member States. It assigns the Commission responsibility for operating a central interoperability platform, comprising reference software, a terminology service, a secure communication network and a configuration service, while working with a Member State steering group that approves technical specifications, system changes and operational plans. The framework introduces a requirements catalogue and technical specifications, alongside structured procedures for updates, compliance checks and authorisation, requiring national contact points for digital health to meet defined standards before initiating and while continuing cross-border data exchange. It also clarifies data protection roles by designating national contact points as joint controllers and the Commission as processor, setting out obligations relating to security, confidentiality and data subject rights, and provides transitional measures and a phased implementation timeline beginning in March 2027 in line with the broader EHDS framework. The consultation closes on 7 May 2026.

The European Commission has launched a consultation on a draft Implementing Regulation establishing detailed arrangements for evaluations of general-purpose artificial intelligence models and for enforcement proceedings under Regulation (EU) 2024/1689 (EU AI Act). The Regulation defines the technical and procedural conditions under which the Commission may request and obtain access to models, including APIs, source code, model weights and infrastructure, and requires providers to grant timely and effective access while allowing safeguards to protect the integrity and confidentiality of evaluations. It sets criteria for the appointment and independence of external experts and establishes open selection procedures. The draft also lays down rules governing the opening, conduct and closure of proceedings that may lead to fines, including interim measures in urgent cases, the right of providers to submit written observations on preliminary findings, and structured access to the Commission’s file subject to the protection of business secrets and other confidential information. The consultation closes on 9 April 2026.

The European Commission has opened a consultation seeking views on draft regulation that would amend Annex XVII to Regulation (EC) No 1907/2006 (EU REACH) to restrict the manufacture, placing on the market and use of substances classified as carcinogenic, mutagenic or toxic for reproduction (CMR), category 1A or 1B, in childcare products. The proposal follows an investigation by the European Chemicals Agency (ECHA), which found that CMR substances may be present in childcare products and that children are particularly vulnerable to exposure through routes including skin contact, oral exposure and inhalation. The consultation closes on 5 June 2026.

The European Commission has launched a public consultation on the draft implementing regulation concerning joint clinical assessments of medical devices and in vitro diagnostic medical devices under Regulation (EU) 2021/2282 on health technology assessment (HTA). The initiative, led by the Directorate-General for Health and Food Safety, aims to finalise the HTA legislative framework by establishing procedural rules for the conduct and coordination of joint clinical assessments at EU level. The draft regulation outlines timelines, expert involvement, and information-sharing requirements to ensure timely and efficient assessments, including a mandate for the HTA secretariat to inform developers and coordinate with notified bodies and the European Medicines Agency. In parallel, the Commission has opened a submission period from 2 to 30 June 2025 for health technology developers to apply for joint scientific consultations on clinical evidence requirements. The consultation closes on 25 June 2025.

The European Commission has launched a consultation on a proposed Regulation on multimodal booking that would establish common rules for multimodal digital mobility services (MDMS) across the EU. The proposal seeks to improve the online distribution of passenger transport tickets by requiring booking platforms to display travel options using neutral and transparent criteria and by introducing safeguards against unfair commercial practices between transport operators and digital intermediaries. It would also require platforms to display emissions information where provided by transport operators and share certain data with public authorities to support transport planning. The consultation closes on 31 July 2026.

The European Commission has opened consultations on four draft implementing acts for the Net Zero Industry Act. These cover non-price criteria for renewable energy auctions, a list of net-zero technology products and components, guidelines for selecting strategic projects, and a list of components primarily used in net-zero technologies. The draft acts aim to ensure uniform application of the Act across the EU, including criteria for auctions, public procurement, and strategic project selection. The consultation period runs from 23/24 January to 20/21 February 2025.

The European Commission has launched a consultation on its adopted proposal for a regulation establishing the EU Cloud and AI Development Act (EU CADA). The proposal follows the Commission’s April 2025 call for evidence and consultation on the proposed regulation. Forming part of the ‘AI Continent’ initiative, the EU CADA aims to address Europe’s gap in cloud and AI infrastructure capacity by facilitating private investment to triple the EU’s data processing capacity within five to seven years, accelerating the greening of compute infrastructure and data centres and increasing the secure processing capacity of EU-based cloud providers. The Commission has also published an accompanying annex to the proposed regulation, together with supporting impact assessment documents. Feedback received will be summarised by the Commission and presented to the European Parliament and the Council of the EU to inform the legislative debate. The consultation closes on 29 August 2026.

The European Commission has launched a consultation on its adopted proposal for a regulation revising the EU Chips Act, known as 'Chips Act 2.0'. The proposal follows the Commission's September 2025 call for evidence and consultation. The EU Chips Act 2.0 aims to strengthen the EU's semiconductor competitiveness and the full semiconductor value chain, including materials, equipment, design and manufacturing, while addressing remaining challenges, particularly in advanced manufacturing and artificial intelligence chips. The Commission has also published an accompanying annex to the proposed regulation, together with supporting impact assessment documents. Feedback received will be summarised by the Commission and presented to the European Parliament and the Council of the EU to inform the legislative debate. The consultation closes on 30 August 2026.

The European Commission has opened a consultation on a draft regulation amending the Farm Sustainability Data Network (FSDN) implementing rules. The FSDN, which builds on the farm accountancy data network, compiles data on the three aspects of sustainability at farm level across EU agriculture. The draft regulation seeks to provide further exemptions to Member States during the FSDN transition period and to amend the implementation of the EU typology for holdings where necessary. The consultation closes on 19 August 2026. Commission adoption is planned for Q4 2026.

The European Commission has opened a consultation on an Implementing Regulation setting out the procedures and conditions for authorising declarants under the EU carbon border adjustment mechanism (EU CBAM). The legislation aims to determine the communication between the applicant, the competent authority and the Commission, the format of the application and procedures for submitting it via the EU CBAM registry, the procedure the competent authority must follow, the deadlines for processing applications, and the rules on identifying authorised EU CBAM declarants regarding importation of electricity. Responses can be submitted until 27 November 2024.

The European Commission has opened a consultation on its draft delegated act amending Regulation (EU) 2015/757, the EU Ship Emissions Monitoring (MRV) Regulation, in relation to the rules for the monitoring of greenhouse gas (GHG) emissions from offshore ships and the zero-rating of sustainable fuels. The Commission is now seeking feedback, which will provide clarity on the inclusion of GHG emissions from offshore vessels within Regulation (EU) 2015/757 as of 2025. The consultation will close on 28 August 2024.
