The Institute for Government (IfG) has published a paper by the former Permanent Secretary at the Department for Exiting the European Union, Philip Rycroft, entitled ‘Not by design: the erratic evolution of the British constitution since 1997’. The paper has called on politicians from all parties to transform political culture and commit to a consistent, long-term approach to constitutional reform, and has provided six recommendations to help government and parliaments approach constitutional matters through a more self-reflective and publicly consultative route. The paper forms part of a major review of the UK constitution commissioned by the Institute for Government and the Bennett Institute for Public Policy to improve the way that government works.
