The European Commission has announced that Member States have endorsed a revision to Implementing Regulation (EU) 2018/2006 (the Monitoring and Reporting Regulation), which includes changes to the rules on CO2 transfer with means other than pipelines and on CO2 emissions that are permanently chemically bound in a product. The endorsed amendments also cover zero-rating of emissions from the combustion of renewable fuels of non-biological origin (RFNBOs), recycled carbon fuels (RCFs) and synthetic low carbon fuels in the EU Emissions Trading System (EU ETS), zero-rating of biomass fuels regarding the use of an EU-wide database, greenhouse gas emission-savings criteria, requirements for monitoring and reporting for different aviation fuels, the treatment of biomass/RFNBOs/RCF in the aviation sector and the monitoring and reporting requirements for non-CO2 aviation effects for each flight, among other things.
