The Council of the European Union (the Council) has reached an agreement on a proposed nature restoration law to implement recover measures to cover at least 20% of EU land and 20% sea areas by 2030 and all ecosystems in need of restoration by 2050. The Council has agreed a number of changes to the proposal including restoration obligations, a non-deterioration requirement, ecosystem-specific obligations, obligations to fill knowledge gaps on the condition of habitats and obligations on Member States to submit national restoration plans to the European Commission. This approach will serve as the Council’s mandate for negotiations with the European Parliament on the final shape of the legislation.
