The Department for Business, Energy & Industrial Strategy (BEIS) has updated its carbon values, which are used in policy appraisals, to reflect recent international targets such as the Paris Agreement in 2016, domestic targets, Brexit (and the subsequent transition from the EU Emissions Trading System (ETS) to the UK ETS) and a new understanding of technology costs and availability. The updated carbon values were influenced by a literature review, carried out by Vivid Economics, which reviewed academic research and international practices. BEIS has stated that the carbon values will be reviewed every five years or whenever there is a significant change.
