ENTSO-E publishes recommendations for European Grids Package reform

The European Network of Transmission System Operators for Electricity (ENTSO-E) has published recommendations to support the forthcoming European Grids Package. Representing 40 transmission system operators across 36 countries, ENTSO-E emphasises the urgent need to enhance Europe’s electricity grid infrastructure to meet climate objectives, ensure energy security, and support electrification.

Ofgem consults on modifications to Offshore Transmission Licences

Ofgem has launched a consultation on proposed modifications to Offshore Transmission Owner (OFTO) Licences under section 11A(2) of the Electricity Act 1989 (EA 1989). Ofgem is seeking views on several proposals, including: (1) the insertion of a new Transmission System Availability Incentive exclusion into Amended Standard Condition E12-J4, to protect OFTOs from penalties when outages are required under System Operator agreements; (2) modifications to the licences of TC East Anglia One OFTO Limited and Diamond Transmission Partners Hornsea Two Limited to align with modification decisions made in June and July 2023 regarding end-of-tender revenue streams and incremental capacity arrangements; and (3) a correction to the licence of TC Robin Rigg OFTO Limited to rectify a drafting error within Amended Standard Condition E12-J4. The consultation closes on 9 October 2025.

NESO publishes response to SSEP SEA scoping report consultation

The National Energy System Operator (NESO) has published the response to its Strategic Environmental Assessment (SEA) scoping report consultation for the Strategic Spatial Energy Plan (SSEP), conducted between March and April 2025. The consultation received 17 responses across four key themes: the SSEP zonal approach, policy review, baseline information and collaboration and alignment. Respondents generally supported the draft SEA scoping report but requested further clarity on cross-boundary impacts and environmental opportunities.
