Energy weekly highlights—3 July 2025

This week's edition of Energy weekly highlights includes: News Analysis on the case of HMRC v Dolphin Drilling Ltd wherein the Supreme Court dismissed the company's appeal, deciding that the 'hire cap' under the oil contractor regime applied to restrict the corporation tax deduction available to it for the cost of chartering a tender support vessel (TSV).We also cover several announcements from Ofgem, including (1) launching an urgent statutory consultation on Capacity Market (CM) rule change proposal CP388, (2) publishing its decision on the commercial framework for Early Competition in onshore electricity transmission, (3) announcing significant modifications to Price Control Financial Instruments (PCFIs) and licence conditions for gas and electricity transmission and distribution networks and, (4) launching a consultation on its Draft Determinations for the upcoming RIIO-3 price control, which will govern electricity and gas networks from 1 April 2026-31 March 2031. In addition this week, the Department for Energy Security and Net Zero (DESNZ) has published a Solar Roadmap outlining over 70 actions to support the deployment of 45-47 GW of solar capacity across the UK by 2030 and the Welsh Government has published an action plan aimed at maximising Wales's offshore wind potential and securing long-term economic benefits, the National Energy System Operator (NESO) has launched a consultation on its proposed Centralised Strategic Network Plan (CSNP) methodology and the National Audit Office (NAO) has published a value for money report, assessing the performance of the UK Emissions Trading Scheme (ETS) since its introduction in 2021.
