Ofgem consults on modifications to RIIO 3 licences and associated documents

Ofgem has opened a statutory consultation on proposed modifications to RIIO 3 licences and associated documents for electricity transmission, gas transmission, gas distribution and the electricity system operator. The amendments support implementation of the RIIO 3 price control settlement. Responses are due by 16 January 2026.

DESNZ publishes response to distributed energy assets visibility call for evidence

The Department for Energy Security and Net Zero (DESNZ) has published its government response to a call for evidence on improving the visibility of distributed energy assets (DEAs). The DESNZ received 43 responses from a diverse range of stakeholders, including distribution network operators (DNOs), independent DNOs, manufacturers and installers, electricity suppliers and generators, industry trade associations, local authorities and academics. Stakeholders identified several barriers to asset visibility, such as unclear obligations and fragmented processes, while also offering a variety of policy options. The response summarises these insights and outlines a strategic approach for enhancing asset visibility. It details the government's position and next steps for ongoing policy development aimed at optimising DEA management.

European Commission expands CBAM scope and introduces anti-circumvention measures

The European Commission has announced extensive expansions to the Carbon Border Adjustment Mechanism (CBAM), effective 1 January 2026. The reforms extend CBAM's scope to 180 steel and aluminium-intensive downstream products—covering 15% of current goods by volume and 53% by value—to mitigate carbon leakage risks. Enhanced anti-circumvention measures have been introduced, including the incorporation of pre-consumer scrap in emissions calculations and stronger reporting requirements. A temporary decarbonisation fund will provide support to EU producers facing carbon leakage risks, funded partly through CBAM certificate sales. The Commission has also adopted comprehensive implementing acts detailing methodologies, verification, certificate pricing, and related procedures, with sector-specific measures for fertilizers and new trade facilitation provisions to ensure WTO compliance and international cooperation.
