DESNZ publishes Advanced Nuclear Framework and civil nuclear fuel use statement

The Department for Energy Security and Net Zero (DESNZ) has published the Statement on Civil Nuclear Fuel Use together with the Advanced Nuclear Framework, setting out a package of policy measures intended to accelerate privately led advanced nuclear projects while providing long-term clarity on fuel standards for civil nuclear reactors. The Advanced Nuclear Framework outlines the government’s approach to enabling the development and deployment of advanced nuclear technologies, including Small Modular Reactors, Advanced Modular Reactors and Micro Modular Reactors, with a clear emphasis on private sector delivery. The accompanying fuel use statement confirms the government’s position on the maximum enrichment levels permitted for civil nuclear fuel, with the aim of supporting investor confidence and facilitating long-term planning across the nuclear supply chain.

DESNZ announces £74m funding for public sector clean energy upgrades

The Department for Energy Security and Net Zero (DESNZ) has announced £74m in funding for clean energy upgrades across public sector sites, including 82 NHS Trusts, eight military sites and one prison, to cut energy bills and boost efficiency, with savings reinvested into frontline services. The funding will support technologies such as solar panels, batteries, heat pumps and energy-efficient lighting, with DESNZ estimating that nearly 190 NHS sites will save almost £30m a year, while military sites in England and Scotland will achieve annual savings worth hundreds of thousands of pounds. More than £9m of the funding will be delivered in partnership with Great British Energy (GBE) for battery and solar installations, building on GBE’s £255m investment in solar power for hospitals, schools and military sites in 2025. Projects include £1.2m for solar panels at Lincoln County Hospital, £590,000 for battery technology at the Harbour mental health hospital in Blackpool, upgrades at RAF Lossiemouth, RAF Waddington and RAF Marham, and £495,000 for solar panels plus nearly £250,000 for electrical and plumbing works at HMP Channings Wood in Devon, with DESNZ stating that the investment supports the government’s clean power mission and wider energy security goals.

ACER publishes Rules of Procedure for cross-border REMIT investigations

The Agency for the Cooperation of Energy Regulators (ACER) has published Rules of Procedure setting out how it will investigate suspected cross-border breaches of the EU Regulation on Wholesale Energy Market Integrity and Transparency (REMIT). This followed legislative changes in 2024 that gave ACER a mandate to investigate cases affecting more than one Member State. The rules explain how ACER will examine suspected insider trading, market manipulation, failures to disclose inside information, data reporting breaches and obligations on persons professionally arranging or executing transactions. They set out ACER’s investigatory powers, including on-site inspections, requests for information and interviews, while confirming that enforcement remains the responsibility of national regulatory authorities. The Rules of Procedure describe the stages of investigations, the decision-making process and the rights and obligations of the parties concerned. They are intended to ensure legal certainty, due process, fairness and efficiency. ACER is expected to begin using these cross-border investigatory powers from the second half of 2026.

DESNZ consults on support for CCUS non-pipeline transport projects

The Department for Energy Security and Net Zero has launched a consultation on proposed policy measures to support the deployment of carbon capture, usage and storage projects using non-pipeline transport, including proposals on funding mechanisms, cost recovery, risk allocation, regulation and standardisation.The consultation closes on 1 May 2026.
