Commission seeks views on high-risk AI classification and obligations

The European Commission has launched a public consultation to inform the implementation of the EU AI Act's provisions on high-risk artificial intelligence systems. The consultation, conducted by the Commission, aims to gather practical examples and clarify the application of rules concerning high-risk systems, which include those critical to product safety under EU law and those significantly impacting health, safety, or fundamental rights. The feedback will support the development of Commission guidelines on classifying such systems and specifying corresponding responsibilities along the AI value chain. Stakeholders such as developers, users, public authorities, academia, civil society, and citizens are encouraged to participate. The consultation runs until 18 July 2025.

Ofcom outlines plans to promote safe and effective AI deployment

Ofcom has published its 2025–26 strategic approach to artificial intelligence, setting out how it supports safe AI innovation across the communications sectors it regulates and how it integrates AI into its own operations. The strategy, released on 6 June 2025, highlights how regulated industries, including telecoms, broadcasting and postal services, are leveraging AI to improve services, from automated content moderation and network management to delivery optimisation. Ofcom maintains a technology-neutral stance to foster innovation while remaining alert to associated risks. To support innovation, Ofcom continues its collaboration with Digital Catapult through SONIC Labs to test AI in mobile networks, provides spectrum data sets for AI training, and engages in regulatory alignment through the Digital Regulation Cooperation Forum alongside the CMA, FCA and ICO.

CMA secures Amazon pledge to tackle fake online reviews and abuse

The Competition and Markets Authority has secured formal undertakings from Amazon to strengthen its systems against fake reviews and catalogue abuse on its UK online store. Amazon has committed to implementing robust detection mechanisms, introducing clearer reporting tools for consumers and businesses, and applying sanctions—including banning sellers and reviewers—for misconduct involving manipulated star ratings or hijacked reviews. The CMA launched its investigation following concerns that Amazon was breaching consumer law by failing to protect users from misleading reviews, which influence an estimated £23bn of annual UK consumer spending. The authority previously obtained similar commitments from Google and published guidance for review platforms. This latest action marks a further step in the CMA’s wider strategy to enforce consumer protection under the Digital Markets, Competition and Consumers Act 2024, which took effect in April and allows the regulator to impose fines and redress directly.

Commission seeks views on proposed EU Digital Networks Act to boost connectivity

The European Commission has launched a call for evidence on the proposed EU Digital Networks Act, which seeks to enhance access to secure, high-speed, and reliable connectivity to support the EU’s transition to cloud infrastructure and Artificial Intelligence. The initiative aims to stimulate investment in digital infrastructure by fostering the deployment of secure fixed and wireless broadband networks. It builds upon the Commission’s White Paper, 'How to master Europe’s digital infrastructure needs', adopted on 21 February 2024. Feedback from stakeholders will inform the impact assessment and further development of the proposal for a regulation. The consultation closes on 11 July 2025.
