The Cabinet Office has published the National Security Strategy 2025 (NSS 2025) (CP 1338), outlining the UK government's comprehensive security framework for 2025–2035 in an era of radical uncertainty. The strategy establishes a three-pillar framework: security at home, strength abroad and increasing sovereign and asymmetric capabilities. The framework aims to strengthen border security, enhance cyber defences, develop artificial intelligence capabilities, and rebuild the defence industrial base. Additionally, the strategy commits to increasing national security spending to 5% of GDP by 2035, representing the largest sustained investment in national defence since the Cold War.

The Cabinet Office has updated its Procurement Compliance & Oversight (PCO) guidance by publishing an Investigation Process Guide for the Procurement Compliance Service (PCS) under the 'More information on the PCO services' section. The guide explains how PCS investigates potential systemic and institutional non-compliance with the Procurement Act 2023, including its statutory and non-statutory powers, risk-based triage process, investigation stages, reporting arrangements, publication of findings, monitoring through progress reports, and the circumstances in which statutory or non-statutory guidance may be issued. It also clarifies referral arrangements, the roles of contracting authorities during investigations, and answers frequently asked questions on the scope and operation of the service.

The Cabinet Office has published two new guidance documents in relation to the Procurement Act 2023 (PA 2023). It has published one document in relation to the Procure phase, 'Guidance: Central Digital Platform and Publication of Information', and one document in relation to the Plan phase, 'Guidance: Devolved Contracting Authorities'. These documents should be read in conjunction with PA 2023 and its associated regulations. Each guidance document will typically include the legal framework, what has changed, key points and policy intent, linked notices or guidance and where to find further information.

The Cabinet Office has published the Public Procurement Review Service (PPRS) Progress Report 2024–25, assessing trends from 6 April 2024 to 5 April 2025. The PPRS highlights that it received 89 new cases (plus 21 carried forward), a 25.1% decrease from the previous year, with 50% from new users, and unblocked £328,599.67 in late payments while maintaining a 100% success rate and resolving 84.3% of cases within service level agreements. The main issues raised were payment, communication, evaluation/award, transparency and changing approach, with payment accounting for 38.6% of all cases.

The Cabinet Office has published the Public Procurement Review Service (PPRS) Progress Report 2023–2024, assessing trends from 6 April 2023 to 5 April 2024. The Cabinet Office noted that the five reported issues to PPSR were payment, evaluation, use of frameworks, feedback and communication. In total, PPSR received 119 cases, a 30.8% increase from the previous financial year, over half of which were from new service users. The Cabinet Office has noted that 100% of PPRS recorded case outcomes were measured as ‘positive’. Focuses for the financial year included increased operational transparency, more engagement with the voluntary, community and social enterprises sector, active support of the Small Business Crown Representative, stakeholder engagement and more work with teams across the GCF to ensure that issues raised are addressed, and help to improve commercial capability.

The Cabinet Office has published the agenda for the meeting of the Specialised Committee on the Implementation of the Windsor Framework, held on 25 April 2024. Discussion points included the implementation of the Windsor Framework, the Joint Consultative Working Group and engagement with Northern Ireland stakeholders.

The Cabinet Office has published its analysis of the initial evidence gathering phase for the Seventh UK National Action Plan for Open Government (NAP7), identifying maximising the impact of public participation and public participation in the rule of law as the first themes to progress directly to co-creation. The report also identifies open justice and open contracting as promising areas for future commitments, although both require further capability building before progressing.

The Cabinet Office has released a report detailing the assessment and conclusions of the evaluation of the National Security and Investment Act (Notifiable Acquisition) (Specification of Qualifying Entities) Regulations 2021. This review provides insights into the government's analysis of the current regulatory framework and its implications for national security considerations in the context of credible entity acquisitions.

The Cabinet Office has published 'Our Children, Our Future: Tackling Child Poverty' on 5 December 2025, a 116-page strategy document outlining the government's decade-long mission to address child poverty drivers across the UK. The strategy follows the Prime Minister's establishment of a Child Poverty Taskforce after the election, which brought together government and experts to explore available policy levers. The document sets out how government intends to tackle root causes and alleviate symptoms of child poverty during this parliament and beyond.

The Cabinet Office has published the communiqué from the eleventh Interministerial Standing Committee (IMSC) meeting, held via videoconference on 17 February 2026. At the meeting, the IMSC discussed ongoing joint work to ensure that electoral processes and election candidates across the UK are safeguarded from evolving physical and digital security threats and illegal practices ahead of the upcoming elections in Scotland and Wales. It also discussed preparations for government responses to the UK Covid-19 Inquiry’s Module 2ABC report, published in November 2025, which examined core administrative and political decision-making across all four nations during the pandemic. In addition, the committee confirmed that joint work remains under way to develop a Memorandum of Understanding to strengthen the Sewel Convention. The next IMSC meeting is scheduled for summer or early autumn 2026, and the Northern Ireland Executive will chair the session.

The Cabinet Office has published the communiqué from the tenth Interministerial Standing Committee (IMSC) meeting, held via videoconference on 20 November 2025. The IMSC is one of the structures of intergovernmental relations agreed by the UK government and devolved administrations. It brings together strategic considerations affecting many different portfolios and discusses cross-cutting international issues. It is led by the relevant ministers from the four governments of the UK with responsibility for intergovernmental relations. At the meeting, the IMSC discussed the UK coronavirus (COVID-19) Inquiry Module 2ABC report, community cohesion challenges, strategic priorities for the UK government’s Budget and principles of good intergovernmental working in relation to UK government legislation. It also discussed ongoing work to develop a Memorandum of Understanding on the Sewel Convention and received updates on Interministerial Group activity. The next meeting is scheduled for early 2026 and will be chaired by the UK government.

The Cabinet Office has published the notes from the eighth meeting of the Interministerial Standing Committee (IMSC), held on 27 February 2025 via video conference. The meeting was co-chaired by the Northern Ireland Executive First Minister, Michelle O’Neill MLA, and deputy First Minister, Emma Little-Pengelly MLA, and attended by ministers from the UK, Scottish and Welsh governments responsible for intergovernmental relations. Discussions focused on the ongoing review of the UK Internal Market Act, the Sewel Convention, as well as the need for the UK and devolved governments to safeguard assets of national importance. The IMSC also received an update from the Cabinet Office Parliamentary Secretary on the use of technology in public sector reform. Additionally ministers discussed shared opportunities and priorities for joint working. The next IMSC meeting is scheduled for May 2025 and will be chaired by the Scottish Government.
