The Welsh Government has published a written statement setting out its hydrogen policy, alongside a summary of responses to the 2025 hydrogen policy consultation. The statement confirms the government’s final policy direction following the consultation, which closed in May 2025 and sought views on Wales’ preferred approach to hydrogen production, storage, transport and use, as part of its wider response to the climate and nature emergencies.

The Welsh Government has published a written statement by the Counsel General and Minister for Delivery, Julie James MS, announcing a draft Mental Health Review Tribunal for Wales (Membership) Bill. The Bill aims to ensure the Mental Health Review Tribunal for Wales (MHRTW) can continue to carry out its statutory duties by addressing a technical issue in the Mental Health Act 1983 that currently requires medical members to hold both General Medical Council registration and a licence to practise. This requirement has reduced the number of eligible medical members to 19 and placed statutory hearing timeframes at risk. If introduced, the Bill would change the rules for who can be a medical member of the Mental Health Review Tribunal for Wales, and confirm that previous appointments and membership of the Tribunal remain valid. The draft Bill has been submitted for expedited Senedd consideration on its return on 13 January 2025, with all legislative stages intended to be completed by 14 January 2025.

The Welsh Government has published a written statement by First Minister, Eluned Morgan MS, announcing the appointments to the Ministerial team and Counsel General Designate. Huw Irranca-Davies has been appointed as Deputy First Minister. Further announcements on allocations are expected in September 2024.

The Welsh Government has published a written statement, outlining the phased implementation of the Leasehold and Freehold Reform Act 2024 (LFRA 2024). Key provisions concerning the right to manage (RTM) came into force on 3 March 2025. These include section 49 of the LFRA 2024, which expands the criteria for buildings to qualify for RTM by increasing the non-residential space limit from 25% to 50%. LFRA 2024, ss 50 and 64, remove the requirement for RTM companies to cover other parties' costs when exercising RTM, except in cases determined by a tribunal. LFRA 2024, ss 51 and 52, shift the jurisdiction for leasehold cases from the courts to the Leasehold Valuation Tribunal in Wales. The increase in the non-residential limit necessitated updates to RTM company model articles, resulting in the enactment of the RTM Companies (Model Articles) (Wales) (Amendment) Regulations 2025, SI 2025/126, which also came into force on 3 March 2025, ensuring that leaseholders retain majority voting rights in RTM company decisions following the commencement of LFRA 2024 s 49. The Welsh Cabinet Secretary for Housing and Local Government, Jayne Bryant MS, stated that further consultation is needed to develop the necessary subordinate legislation before other parts of LFRA 2024 can be enacted.

The Welsh Government has published a written statement, by Cabinet Secretary for Education, Lynne Neagle MS, providing an update on work to establish a national body for youth work in Wales, confirming that the first meeting of the body’s delivery board has taken place to support the creation of the new body, ensure progress against milestones, and provide leadership, advice and challenge on remit, funding, governance and stakeholder engagement. Members of the board have also been announced. The statement also confirms the decision to finalise the draft statutory framework for youth work, comprising statutory directions and statutory guidance, which will be brought into force by April 2026. The framework will introduce a new planning and reporting structure enabling Welsh Ministers and young people to hold decision makers to account, and will require local authorities to produce five-year strategic plans in close collaboration with the voluntary sector and other partners, with the first plans expected to commence in April 2027 following a development period from early 2026.

The Welsh Government has released the Welsh Benefits Charter guidance which is an agreement between the Welsh Government and all 22 local authorities to work together to improve the Welsh Benefits System.

The Welsh Government has released a circular letter notifying the Building Control sector that the Building Safety Act 2022 (Commencement No. 4 and Transitional and Saving Provisions) (Wales) Regulations 2024 come into force on 6 April 2024. These are made under the Building Safety Act 2022 (BSA 2022), and contain transitional provisions which will allow building inspectors in Wales to work while going through the competency verification process for the period between 6 April 2024 and 1 October 2024.

The Welsh Government has released a circular letter notifying the Building Control sector that regulations made under the Building Safety Act 2022 (BSA 2022) for Wales in relation to restricted activities and functions, namely the Building (Restricted Activities and Functions) (Wales) Regulations 2024, come into force on 6 April 2024. The letter also notifies the Building Control sector of amendments made by the Building (Approved Inspector etc.) (Amendment) (Wales) Regulations 2024, which modify existing forms, omit certain forms and introduces new forms.

The Welsh Government has announced the renewal of its national Microsoft 365 licence, ensuring continued access to digital services for learners and teachers across Wales. The Cabinet Secretary for Education, Lynne Neagle, noted that over 122,000 learners and teachers benefit from free home access to Microsoft 365 services, saving families £84.99 per personal licence. In addition, the government has allocated £12m in 2025 to enable schools to purchase over 37,000 additional devices. The renewal supports the Hwb programme, which provides maintained schools with access to bilingual digital infrastructure and online resources to support the Curriculum for Wales.

The Welsh Government's Cabinet Secretary for Economy, Energy and Planning, Rebecca Evans MS, has announced a new 2026 direction to replace the Town and Country Planning (Notification) (Coal and Petroleum) (Wales) Direction 2018. The new direction expands its scope to encompass the extraction of coal from mineral-working deposits, including disused tips. From 7 April 2026, if a local planning authority does not propose to refuse a planning application for petroleum or coal (including coal from mineral-working deposits and disused tips), it is required to notify Welsh Ministers. This notification allows Ministers the opportunity to decide whether to call in the application for determination.

The Welsh Government  has reported that the draft Health Services (Provider Selection Regime) (Wales) Regulations 2024 have been laid before the Senedd. If approved, the draft regulations introduce a new regime for procurement of health services on behalf of the NHS in Wales as provided for by the Health Service Procurement (Wales) Act 2024, which received Royal Assent on 5 February 2024.

The Welsh Government has published a written statement reporting on the Interministerial Group for Net Zero, Energy and Climate Change meeting held on 26 January 2026. Chaired by Martin McCluskey MP, the UK government’s Minister for Energy Consumers, the meeting focused on the recently published Warm Homes Plan and provided updates on the development of the proposed Warm Homes Agency. Cabinet Secretary Jayne Bryant MS stated that the Welsh Government welcomed the Warm Homes Plan and expressed strong support for its objectives to reduce energy bills, create jobs and enhance energy security. The statement also affirmed Wales' commitment to securing its fair share of the £15.2bn in investments allocated in the Warm Homes Plan.
