The Welsh Government has published updated guidance documents regarding the implementation of the Childcare Offer for Wales. The revised materials include a main guidance document explaining eligibility criteria for three to four year old childcare provision and provider payment mechanisms, alongside separate guidance on the additional support grant scheme.

The Welsh Government updated its guidance on climate change targets and carbon budgets, clarifying Wales's statutory framework for achieving net zero emissions by 2050. The framework sets interim reduction targets of 63% by 2030 and 89% by 2040, in addition to defining five-year carbon budgets with 0% carbon credit limits, which mandate domestic action only. The guidance also details monitoring requirements in conjunction with the Climate Change Committee and establishes reporting obligations under the Environment (Wales) Act 2016.

The Welsh Government has updated its guidance on planning permission for domestic heat pumps to reflect changes introduced by the Town and Country Planning (General Permitted Development) (Amendment) (Wales) Order 2026. The guidance confirms that domestic air source, ground source and water source heat pumps generally benefit from permitted development rights (PDRs), subject to specified limitations and conditions. It outlines the new PDR requirements for air source heat pumps that came into force on 1 June 2026. These include updated installation requirements under the Microgeneration Certification Scheme (MCS) 020(a), which sets installation standards including the assessment of sound impacts on neighbours, limits on the number of units based on property type, restrictions on size and location, and prohibitions for listed buildings and certain installations in conservation areas. The guidance also requires installations to minimise their impact on the appearance of buildings and local amenity, with redundant units to be removed when no longer needed. It also confirms that ground source and water source heat pumps may be installed, altered or replaced within the curtilage of a dwellinghouse under PDRs, and advises householders to contact their local planning authority for further advice where required.

The Welsh Government has updated its guidance on the Welsh Building Safety Fund (WBSF) and fire safety remediation for residential buildings of 11 m and over. The guidance confirms that leaseholders will not bear the costs of remediation works for construction-related fire safety issues. Ten developers—including Barratt Redrow, Taylor Wimpey and Bellway—have signed a contract with the Welsh Government committing to address such issues in buildings developed since 1992. Orphan buildings, defined as those with no identified developer, where the developer has ceased trading or constructed prior to 1992, will be supported through the WBSF. Social sector buildings owned by Registered Social Landlords or Local Authorities may apply to the WBSF for up to 100% of eligible remediation costs. Buildings identified as under 11 m, as defined under Part B of the Building Regulations 2010, SI 2010/2214, fall outside the scope of current remediation plans.

The Welsh Government has published updated guidance for the Optimised Retrofit Programme (ORP) and includes both revised guidance for the 2022-2025 period and detailed listings of funded projects. The update includes new excel spreadsheets detailing year 2 and 3 funded projects under ORP 3, alongside a comprehensive programme guidance. The guidance covers multiple phases of the retrofit scheme, from ORP 1 through to ORP 3, with specific attention to the allocation of funding for social housing energy efficiency improvements.

The Welsh Government's Local Government and Planning Directorate has published updated guidance to support the implementation of Technical Advice Note 15: Development, Flooding and Coastal Erosion (TAN15). This includes a frequently asked questions document addressing procedural and policy queries raised by stakeholders following the publication of TAN15 on 31 March 2025. The Climate Change Allowances and Flood Consequence Assessments guidance has been revised to reflect the latest UK Climate Projections (UKCP18), which must be incorporated into flood consequence assessments accompanying planning applications submitted from 1 April 2026. The Welsh Government has also updated its flood and coastal erosion risk management guidance to align with the latest UKCP18.

The Welsh Government has published an update on implementation of its Offshore Wind Action Plan. The update confirmed that the Marine Recovery Statutory Instrument has been laid and the Marine Recovery Fund is now open, providing compensatory measures for damage to Marine Protected Areas.  The announcement also detailed that three developers have reached an Agreement for Lease under the Crown Estate’s Round 5 Celtic Sea leasing process and that two projects have received UK government Contracts for Difference. Additional funding has been allocated to Natural Resources Wales to support improvements in marine licensing and the Government has announced an £8m investment in marine power systems.

The Welsh Government has updated its guidance for existing petroleum licensees seeking licence consents, approvals and administrative changes in the Welsh onshore area. It states that the guidance is intended for existing licensees and regulators only and should not be considered legal advice. Licensees remain entirely responsible for complying with the terms and conditions of their licence, all applicable regulatory regimes and requirements, and relevant Welsh policy and legislation.

The Welsh Government has published new guidance, a fee policy, and a summary of updated planning fees, alongside regulations introducing a new system for updating and publicising fees. From 1 December 2025, planning fees will increase, with future annual adjustments linked to inflation and provisions for full cost recovery.

The Welsh Government has reported that 17 buildings have outstanding surveys under its building safety programme, down from 58 in December 2024. Fourty-three buildings are in the planning stages and 15 have completed or begun work since January 2025. The Welsh Government emphasises leaseholder prioritisation in new guidance published for responsible entities on remediation work. The Cabinet Secretary for Housing and Local Government, Jayne Bryant MS, has warned that, while all signatories have committed to starting remediation work by December 2026, Welsh ministers will consider enforcement options against developers breaching contractual obligations.
