The Victims’ Commissioner for England and Wales has published a report examining the experiences of injured victims and bereaved families following criminal road traffic collisions. The report finds that many victims feel road crime is not treated with the same seriousness as other serious or fatal offences, citing lengthy and poorly handled police investigations, inadequate communication, inconsistent support and court delays. It finds that trauma-informed Family Liaison Officers and specialist support organisations can significantly improve victims’ experiences, but access and standards vary, while many victims receive insufficient information about support and compensation. The Commissioner recommends stronger national standards and oversight of road traffic collision investigations, trauma-informed police training, sustainable funding and direct police referrals for specialist victim support, and clearer guidance on compensation and civil claims.

The Bank of England (BoE) has published a speech delivered by its executive director for banking, Victoria Cleland, at the 15th annual City Week in London. In her address, Cleland outlines the BoE’s ongoing efforts to modernise the UK’s wholesale payments infrastructure, discussing the recent launch of the Real Time Gross Settlement (RTGS) service (RT2), the planned launch of a Synchronisation Lab in 2026 and the Wholesale Payment Experiments Programme which involves testing the relative merits of different methods of central bank money settlement for payment systems. The BoE intends to publish a final report on the Programme in the H2 2026.

Key legal and tactical takeaways This shows an interesting use of US-style uptier mechanics out of court for a UK issuer using consent solicitations, private exchanges, transaction support agreements, and a subordination and turnover agreement to reset the waterfall. The Victoria LME is an example of the growing trend in European LMEs to use elevation/uptiering mechanics and can be contrasted to the Hunkemoller uptiering which has been the subject of extensive litigation. Victoria executed an uptier using two concurrent consent solicitations and a subordination deed, rather than amendments to the intercreditor agreement (see Article: LMEs in European restructurings: local law constraints and evolving market practice (2026) 3 JIBFL 147). The Victoria LME was facilitated by the 2026 Notes and 2028 Notes voting as one single class—the majority vote by 2026 Noteholders carried through amendments arguably less favourable to the 2028 Noteholders.
