The Construction Industry Council (CIC) has issued clarification on the ‘general competence’ requirement for professional construction consultants demonstrating competence, in accordance with Part 2A of the Building Regulations etc (Amendment) (England) Regulations 2023. Anyone engaged on any controlled building work must be competent to undertake the work for which they are appointed. Competence is project specific, and evidence of such competence could include relevant qualifications, professional registration with an appropriate body, and evidence of completion of a suitable health and safety test. Designers and principal designers presenting evidence of competence are not required to obtain a Certification Scheme for Construction Skills (CSCS) card to demonstrate their competence, nor do they require one to access a construction site. Furthermore, the award of such CSCS cards does not provide evidence of competence to act as a designer or principal designer.

The Construction Industry Council (CIC) has announced the launch of the annual UK construction adjudication survey by Kings College London and the Adjudication Society. The CIC collects responses for an Adjudicator Nominating Body (ANB) survey, to be completed by ANB’s only, along with an individual participant survey aimed at adjudication users such as lawyers, architects and quantity surveyors. The survey covers construction adjudications that took place between May 2023 to April 2024 (inclusive).

The Construction Industry Council (CIC), through its Climate Change Committee (Workstream 10), in collaboration with the University College for Estate Management and an industry-wide Advisory Panel, the Edge, has launched a consultation on a draft Competence Framework for sustainability in the built environment. This Framework addresses infrastructure provision, including external and landscape works, for the full range of professions and trades in the sector. It has been developed as a Seed Document for a future British Standard, intended to form part of the British Standard Institution's BS 8670 Competence series. The consultation closes on 16 November 2024.

The Construction Industry Council has reported that the UK Net Zero Carbon Buildings Standard (the Standard) Pilot—run between April and August 2025 and applied to 205 projects across varied sectors—has generated feedback now being incorporated into Version 1, due for launch in early 2026. The findings confirm that a single industry standard for defining and verifying net zero carbon buildings is both necessary and workable, and have prompted the introduction of new annexes on delineation, ‘deeming to satisfy’ and an optional validity check at practical completion, alongside an updated verification process and forthcoming supporting resources. Wider reported benefits included enhanced credibility, improved investor confidence, better design and strengthened collaboration, with the Standard’s Pre-Launch Update.

The Construction Industry Council (CIC), in collaboration with the Edge, have jointly published the ‘Competence Framework for Sustainability in the Built Environment’. This framework serves as a foundation for developing discipline-specific sustainability competence requirements across the built and natural environment sector. Drafted as a Seed Document for a British Standard in the British Standards Institution's Competence in the Built Environment series, it builds on BS 8670: Part 1 on Building Safety Competence published in 2024. Its objectives are to establish core criteria for achieving sustainability, facilitate the development of sector-specific competence frameworks, and support a consistent approach to competence frameworks across the built environment.

The Construction Industry Council (CIC) has published a report by the University College of Estate Management (UCEM) titled, ‘Collaborative Futures: Competence, Capability & Capacity’. The report recommends reforms to support the construction sector in developing a skilled and resilient workforce, emphasising the need for cross-sector cooperation to create a more adaptable workforce in the built environment.

The Construction Industry Council (CIC) has published 56 built environment policy recommendations for the new government ahead of the King's Speech. These recommendations are contained in a document titled 'Building A Safer, Healthier and More Sustainable Future for All’ and outline actions for the new government to improve economic growth and enhance the country's productivity and wellbeing by ensuring a healthier, safer, and more sustainable built environment for everyone.

The Construction Industry Council (CIC) has published its response to the National Planning Policy Framework (NPPF) consultation, calling for reforms to Permitted Development Rights (PDR) and urging the government to focus resources on strategic planning and strengthen support for retrofitting. Although the CIC supports the government’s ambition to accelerate housebuilding, it also raised several concerns about the government's proposals.

The Construction Industry Council (CIC) has published its response to the Chancellor's Autumn Budget delivered on 26 November 2025. The budget confirmed continued investment in major infrastructure projects including Sizewell C and the Lower Thames Crossing, alongside regional regeneration initiatives. Key measures include funding to recruit 350 additional planners in England to address planning bottlenecks and accelerate social housing delivery, and £13bn devolved to local mayors for skills development and infrastructure projects. From April 2026, the minimum wage for apprentices will increase by 6%. The government also confirmed landfill tax reform and ruled out further increases in National Insurance. The CIC noted the absence of incentives for first-time buyers and highlighted concerns about construction workforce capacity, citing research indicating the construction workforce has fallen to its lowest proportion of total UK employment in over 100 years.

The Construction Industry Council (CIC) has welcomed the publication of the government's revised National Planning Policy Framework (NPPF), announced by Deputy Prime Minister, Angela Rayner, on 12 December 2024. The CIC expressed support for the new immediate mandatory housing targets, requirements for councils to review greenbelt boundaries, and the introduction of 'golden rules' for new developments. CIC Policy and Public Affairs Manager, Matt Mahony, acknowledged the government's efforts to address the housing crisis but emphasised that these measures are only part of a broader solution. He highlighted ongoing challenges in affordability, quality, safety, and sustainability, and called for the government to capitalise on opportunities for improved spatial planning and ambitious standards for future homes and buildings to enhance quality of life.

The Construction Industry Council (CIC) has announced that it has signed the Conflict Avoidance Pledge developed by the Conflict Avoidance Coalition (CAC). The pledge encourages organisations to adopt early and constructive approaches to resolving disputes in construction and engineering projects. It aims to reduce the financial and time costs associated with conflict and to support more efficient project delivery. The Chair of CIC’s ADR Management Board, Matt Molloy, highlighted the importance of early intervention and open communication in helping to prevent disputes. The pledge is supported by over 90 organisations across the built environment sector.
