UK in a Changing Europe (UKICE) has published an analysis, written by Senior Researcher Joël Reland, which looks at the government’s ‘EU reset’ strategy for UK-EU relations. The analysis asserts  that the government has so far failed  to define the strategy, thereby allowing the EU to shape the agenda for potential negotiations. The analysis points out that the EU has set preconditions and insisted on including a youth mobility scheme, which the UK government remains reluctant to offer. Unlike previous Brexit talks, the report’s author considers that the EU is content with the status quo, reducing pressure for significant changes. The analysis suggests the UK government should provide clear incentives and adopt a strategic approach, potentially linking issues like fisheries access to desired agreements on veterinary standards. It asserts that without a well-defined strategy and compelling offers, the Labour government risks entering negotiations from a weak position, potentially jeopardising its aims for improved UK-EU relations.

UK in a Changing Europe (UKICE) has published an explainer on the mutual recognition of professional qualifications (MRPQs) between the UK and EU. The explainer considers the UK-EU Trade and Cooperation Agreement (TCA) provisions allowing for sector-by-sector Mutual Recognition Agreements (MRAs), noting that no MRA has yet been concluded under the TCA, and the May 2025 Common Understanding, which commits the UK and EU to dedicated dialogue on the recognition of professional qualifications, rather than formal negotiations.

A new explainer published by UK in a Changing Europe (UKICE) considers potential solutions to ease the challenges faced by touring artists.

The UK in a changing Europe (UKICE) has published a report on the Product Regulation and Metrology Bill, which was introduced in the House of Lords on 4 September 2024. The Bill proposes to grant UK ministers the authority to unilaterally align to EU regulations that relate to the environmental impact of products. Highlighting the number of 'known unknowns' about the Bill, Joël Reland, Senior Researcher at UKICE, asks: 'Which EU laws are in scope? How will its powers be exercised? By whom? For what purpose? On what principles? And with what oversight role for Parliament?'. These are all questions where parliamentary scrutiny is deemed 'crucial'.

UK in a Changing Europe (UKICE) has published a report on migration to the UK after Brexit that analyses changes in policy, outcomes, and public opinion on migration. This reviews how a future government might respond to future challenges, such as the large increase in net migration to the UK post-coronavirus (COVID-19). The report also considers the next government’s choices in relation to integration, asylum, the role of artificial intelligence in understanding public views on immigration, ‘humanitarian migration’ routes for those fleeing from conflict, student migration, economic migration and the fallout from the Windrush scandal.

UK Industrial Fusion Solutions (UKIFS) has announced an additional £2.5bn in funding for the Spherical Tokamak for Energy Production (STEP) programme, aimed at developing the world’s first prototype fusion power plant. The facility will be constructed at the site of the former West Burton A coal-fired power station near Retford and Gainsborough, and is expected to be operational by 2040. STEP operates by fusing the hydrogen gases—deuterium and tritium—which are heated to over 150 million ˚C and confined within a magnetic field. The resulting energy will be used to produce steam, which will turn a turbine to generate electricity.
