The Trans Advocacy and Complaints Collective and the Trans Exile Network have made a joint submission to the Council of Europe’s Directorate General of Human Rights and Rule of Law, asking the Council of Ministers to reopen enforcement of the European Court of Human Rights (ECtHR) judgments in Goodwin v UK (Application No. 28957/95) and Grant v UK (Application No. 32570/03). The organisations argue that the UK has never fully implemented the Goodwin judgment and that the decision to close monitoring of the case in 2011 was premature.
