The Welsh Government has published the record of the Plenary held on 16 September 2025, in which the Counsel General and Minister for Delivery, Julie James MS, made an oral statement on the Planning (Wales) Bill and the Planning (Consequential Provisions) (Wales) Bill. The statement confirmed that both Bills are technical consolidation measures intended to simplify and modernise planning law in Wales, improve clarity and bilingual accessibility, and provide a stronger basis for future reform. The Planning (Wales) Bill consolidates existing legislation into a single statute reflecting Welsh institutions, while the accompanying Bill makes consequential repeals and transitional provisions. The Counsel General emphasised that the Bills are not intended to introduce new policy but to provide a clearer, more accessible framework for future legislative development and public engagement, drawing on the Law Commission’s review of planning law in Wales and the direct involvement of its principal author, Dr Charles Mynors, in the drafting process.

TMT analysis: The High Court has issued a preliminary ruling in which it clarified that a statement containing an imputation that someone is mentally ill can be defamatory. The court held that the context in which the statement is made is key in determining whether it is defamatory. It held that where the statement’s purpose is to cause an individual to be shunned through imputing something to that person that is not their fault, such as a mental illness, that was plainly capable of being defamatory.
