The Master of the Rolls has approved the amendments to the Pre-Action Protocol for Personal Injury Claims below the Small Claims Limit in Road Traffic Accidents (RTA Small Claims Protocol), effective from 1 October 2025. The amendments deal with the treatment of non-Protocol vehicle costs (NVC) within the Official Injury Claim Portal. Previously, both claimants and compensators were required to manually upload NVC forms. Under the revised protocol, the portal will now automatically generate these forms using data provided by both parties, thereby streamlining the process and reducing the administrative burden.

The High Court has given a liability judgment in favour of a 7 year old child claimant, Anisa Rehman, in her claim against the estate of John Brady (deceased) after she was seriously injured in a road traffic accident on 27 August 2004. The accident happened in a 20 mile per hour speed zone, but it was held that the defendant should have been driving at no more than 15 mph.

When considering whether driver 1 contributed to a head on collision by speeding up when another car (driver 2) was attempting to overtake, the High Court have held that if it can be shown that driver 1 maintained a steady course in all the circumstances then no liability will attach to him. If driver 2 chooses to undertake a dangerous and foolhardy driving manoeuvre there is no requirement for driver 1 to slow down or take other steps to help the foolhardy driver 2 avoid the 'manifest dangers that her driving has created'. A High Court judge has dismissed an appeal against a trial judge's decision, for holding the driver of a car (who emerged in to the path of a motorcyclist) liable for the accident, in circumstances where the trial judge did not specify what that driver had done wrong. The trial judge had correctly directed herself that the burden of proof is the balance of probabilities test and if she concluded that the driver was 51% at fault then the driver was liable and that was all that she was required to do.

The Royal Town Planning Institute (RTPI)  has published a report warning that Wales’s planning system is operating under sustained pressure, with real‑terms funding cuts, widespread vacancies and rising statutory demands placing the delivery of core functions at risk. It argues that, despite modest structural increases in planning posts, most authorities lack the capacity needed to meet government ambitions, as fee income continues to fall short of service costs and specialist expertise remains difficult to secure. The report states that years of underinvestment, combined with the expansion of duties around climate, nature recovery, nutrient neutrality and digital transformation, have left planners firefighting rather than shaping long‑term outcomes. It contends that national bodies such as the Welsh Government Planning Division, Planning and Environment Decisions Wales, and Natural Resources Wales face parallel constraints, limiting their ability to provide strategic leadership and timely policy support. Published as fee increases and investment commitments begin to take effect, the report stresses that reinvestment of new revenue into planning services must be treated as an explicit policy requirement.

The Royal United Services Institute (RUSI) has published research examining whether the UK should extend Money Laundering Regulations (MLRs) to football, following the EU’s decision to bring professional football clubs, agents and associations into its Anti-Money Laundering (AML) framework from 2029. Drawing on policy analysis and a 2025 expert roundtable, the study finds that professional football is highly vulnerable to illicit finance because of opaque ownership structures, weak and inconsistent governance, loss-making business models and the scale of cross-border transactions. Criminal actors have used clubs to launder or generate illicit funds, exploited players with limited financial literacy and taken advantage of the opacity surrounding agents’ roles in high-value transfers and image-rights deals. Participants concluded that existing mechanisms, including FIFA’s recent transparency reforms, remain inadequate and that the absence of centralised intelligence leaves the sport exposed to significant financial crime risks.
