Planning analysis: In Bright Horizons v SCLG, the Planning Court found that the permitted development right in Schedule 2, Part 7, Class M of the Town and Country Planning (General Permitted Development) (England) Order 2015, SI 2015/596 (the GPDO), which provides for extensions to schools, colleges, universities and hospitals in England, does not extend to nurseries (unless the nursery is used as a registered nursery pursuant to Schedule 2, Part 3, Class T). Neither the ordinary, unqualified meaning of the word ‘school’, nor the particular context in which the word is used in the GPDO, encompass a nursery.

The Pensions Dashboard Advisory Group (PDAG) has welcomed the release of the latest Pensions Dashboards Programme (PDP) progress report following the start of industry connection to the pensions dashboard ecosystem. The PDAG is pleased with what it sees as ‘strong progress’ made so far following the successful connection of the first participants to the dashboards ecosystem, and the ongoing connections for remaining participants which indicate that expected outcomes are being delivered. The MoneyHelper Pensions Dashboard (MHPD) has been identified as the initial gateway for pension savers, with the programme now entering a 'launch and learn' phase that includes forthcoming moderated and unmoderated user testing to refine its functionality and gather essential management information. However, PDAG acknowledges the importance of the collaborative approach both PDP and the Pensions Regulator (TPR), Financial Conduct Authority (FCA) and the Department for Work and Pensions (DWP) have taken to working with the industry during the development of the ecosystem and the MHPD. PDAG recognises that the next stage of user testing, followed by promotion of the MHPD, necessitates collaboration across the entire industry and consumer groups, and is critical for operational readiness. Consumer testing of the MHPD is due to commence from summer 2025 onwards.

NEWS
The Pensions Dashboards Programme (PDP) has announced that 13 industry participants, including the State Pension, have completed their connection to the pensions dashboards ecosystem, with over 40 million pension records from workplace and personal pensions now connected, representing more than half of the total records. PDP’s update highlights the significant value of industry feedback, which has driven improvements in guidance and operational processes to streamline the connection journey. Additionally, both the Pensions Regulator and the Financial Conduct Authority have confirmed they will adopt a pragmatic approach in response to concerns regarding compliance with targeted connection dates, ensuring that organisations will not face regulatory intervention for delays caused by third-party dependencies, ahead of the final deadline on 31 October 2026.

The Pensions Dashboards Programme (PDP) has announced that the State Pension, provided by the Department for Work and Pensions (DWP), has completed connection to the pensions dashboards ecosystem. This means individuals below State Pension age will be able to view their personal, workplace and State Pension information together in one place. The State Pension is based on an individual’s National Insurance record and forms an important part of retirement planning. The information shown on the pensions dashboard will be based on current legislation and updated as necessary if legislation changes. PDP confirms that dashboards will not replace the existing ‘Check your State Pension forecast’ service on GOV.UK.
NEWS
The Pensions Dashboard Programme (PDP) has announced that the first pension provider has successfully finalised connection to the pensions dashboards ecosystem as of 17 April 2025. This marks a milestone in the implementation process, following the completion of three volunteer participants connection journeys in March 2025 which paved the way for provider connections from April. The PDP underscores the necessity for pension providers and schemes to continue their preparations in accordance with the Department for Work and Pensions (DWP) guidance. It plans to start user testing of the MoneyHelper pensions dashboard this summer. The PDP is collaborating with the Financial Conduct Authority (FCA) and The Pensions Regulator who have provided reassurance that there will be no regulatory intervention at the current time for pension providers and schemes who are unable to meet their ‘connect by’ dates in guidance solely due to their dependence on a volunteer participant who has yet to connect.
NEWS
The Pensions Dashboards Programme (PDP) has announced that phase 2 consumer testing for the MoneyHelper Pensions Dashboard is now underway, following the successful completion of phase 1 testing with pensions industry participants and consumers. This second phase aims to establish a stable baseline for the service and to evaluate both the MoneyHelper Pensions Dashboard and the pension finder service—including their compliance with the Government Digital Service Service Standard.
