The Nursing and Midwifery Council (NMC) has published its Midwifery Action Plan, which focuses on improving Black maternal health, contributing to UK-wide maternity review work and supporting midwives to uphold high standards of care. The plan aims to ensure safe, equitable and person-centred maternity care across the UK. In response to its Health and Social Care report finding that racism is a driver of poor maternal outcomes, the NMC notes that it is reviewing and mapping its standards, with the aim to update them by November 2026. The plan also includes developing a midwifery specific data dashboard, mapping education curricula to NMC standards, and advancing initiatives such as reviewing the Code and Revalidation process, promoting teamwork in maternity care and implementing principles for advanced practice. The NMC intends to continue engaging with stakeholders to implement this plan.

The Nursing and Midwifery Council (NMC) has launched its Strategy for 2025–27 to improve regulatory performance and rebuild public trust. The strategy prioritises five areas: enhancing professional trust, improving fitness to practise (FtP) processes, transforming organisational culture, strengthening leadership, and modernising infrastructure. It emphasises quality and equity throughout, with targeted actions to eliminate disparities in education and regulation, particularly those based on ethnicity and gender. The NMC aims to deliver fairer, more timely decisions, foster an inclusive and anti-racist workplace, and upgrade systems and legislation to support efficient, transparent regulation. These efforts are guided by newly defined values of integrity, fairness, respect, equity and effectiveness.

The Nursing and Midwifery Council (NMC) has promised to act on findings of an independent review of its culture, which highlighted safeguarding concerns and experiences of racism and bullying within the NMC. The review showed that six people died by suicide or suspected suicide while under, or having concluded, their fitness to practise investigations and found a link between the NMC’s culture and its regulatory performance. The NMC has noted that it has already started to act on regulatory issues highlighted in the report from the independent review.

The Nursing and Midwifery Council (NMC) has published its Annual Report and Accounts, Annual Fitness to Practice Report and its equality and diversity data for 2023-24. NMC also commissioned two independent investigations into some of its fitness to practice cases and the way NMC handled whistleblowing concerns, which will be published later in 2024.

The Nursing and Midwifery Council (NMC) has published two independent reviews: one into fitness to practise (FtP) cases raised by a whistleblower in 2018–23, and another into the treatment of the whistleblower. The reviews found that NMC reached the correct regulatory outcome in 19 of 20 cases, but it also criticised overly restrictive guidance on registrants’ private lives, which led to some cases being wrongly pursued. They additionally concluded that the whistleblower was treated fairly and without detriment, although confidentiality assurances were deemed unrealistic.

The Nursing and Midwifery Council (NMC) has published a report on the second phase of its ‘Ambitious for Change’ research which considers why differences exist for professionals on the NMC’s register. The report covers differences in experiences of revalidation, fitness to practice and progress on other activities in phase two. The report’s findings include ‘concerning results’ when comparing fitness to practice referral rates with workforce diversity data, an ‘insider/ outsider culture’ regarding referrals and that the type of work can impact how people experience revalidation or fitness to practice.

The Nursing and Midwifery Council (NMC) has responded to recommendations made in the independent review of its culture. Key short-term next steps towards change include an external ‘Empowered to Speak Up Guardian’, investment in a partner to assist with improving psychological safety within the NMC, appointment of an equality, diversity and inclusion advisor and increasing diversity of the NMC’s executive board. NMC has also set out further medium and long terms steps in response to the recommendations.

The Nursing and Midwifery Council (NMC) has launched a review of nursing and midwifery students’ practice learning requirements, hoping to ensure that the NMC continues to enable students to deliver the ‘best possible care for people across a diverse range of settings’ by providing them with the knowledge and skills they need. This follows changes to the NMC’s education programme standards in January 2023. The research will involve looking at how best practice learning is achieved, how it varies across countries and assessing if there any further practice learning areas to explore.
NEWS
The Nursing and Midwifery Council (NMC) will ask its governing body on 28 April 2026 to approve proposed changes to the Fitness to Practise rules aimed at creating faster and more efficient processes. The changes include the appointment of legally qualified chairs to practice committee panels, enhanced case management powers, enabled digital information sharing and improved support for witnesses. Following consultations with 7,786 respondents between November 2025 and January 2026, the NMC adjusted its approach in five key areas. These adjustments include a phased introduction of legally qualified chairs and revised timescales for registrant responses. If approved, the new rules will require Privy Council approval and parliamentary laying before they come into force in October 2026.
