The National Crime Agency (NCA) has reported that, for the first time there, has been a statutory presumption that the assets subject to an Unexplained Wealth Order (UWO) may be recoverable property. The NCA has stated that on 7 June 2023 the NCA obtained an UWO against Yaqub Younis and his company, Regal Capital UK Limited. Younis is currently ‘on the run’ after being recalled to prison for breach of licence in February 2023. Younis’ son brought an application to have Younis replaced as the respondent on the UWO and to obtain a further six weeks to respond, which was refused by a High Court judge. The requirements of the UWO were not complied with and the result of this was that, for the first time in British legal history, there has been a statutory presumption that the assets, subject to the UWO, may be recoverable property. In addition to this, the NCA has reported that the judge has also granted an application by the NCA for a Property Freezing Order over 14 properties of Younis, with a total value of £1.25m.

The National Crime Agency (NCA) has reported that former solicitor, Philip Shiner, has pleaded guilty to three counts of fraud at Southwark Crown Court. Shiner applied for approximately £200,000 in Legal Aid funding to represent clients against the Ministry of Defence for ill treatment of Iraqi detainees after the 2003 Iraq war. Shiner received around £3m in the value of the contract and failed to disclose that an agent, acting on Shiner's behalf and with his knowledge, was cold calling and making unsolicited approaches to potential clients in Iraq. Shiner also failed to disclose that a witness statement provided to the Legal Services Commission (now the Legal Aid Agency) was gained by an unsolicited approach and that he was paying referral fees. The Legal Aid contract, obtained through fraud, allowed Shiner to pursue the judicial review.

The National Crime Agency (NCA) has provided an update on Operation Destabilise, confirming continued disruption of Russian-linked money laundering networks previously dismantled in 2024. Over the past year, the NCA and its partners have arrested a further 45 suspects and seized more than £5.1m in cash, alongside international confiscations totalling US$24m and over €2.6 m. The operation continues to target ‘cash-to-crypto’ laundering schemes that convert criminal proceeds from drug trafficking, firearms, and organised immigration crime into cryptocurrency, obscuring links to sanctioned Russian entities. Core networks Smart and TGR remain under international sanction, with leaders Ekaterina Zhdanova and George Rossi facing enforcement action across Europe. The NCA has also launched a bilingual public campaign warning cash couriers of the severe penalties of handling illicit funds. According to Deputy Director,  Sal Melki, the operation demonstrates the direct link between local criminality, organised crime, and state-sponsored financial activity, reinforcing the UK’s commitment to dismantling networks that threaten national and international financial integrity.
