The International Monetary Fund (IMF) has published a staff paper which argues that, to safeguard financial stability at the national and global levels, and better protect markets and economies from crippling capital outflows, it is necessary to boost the resilience of investment funds. A key part of this involves reducing the scope for investment funds’ business models to amplify the macrofinancial impact of adverse shocks, making their business operations less likely to be susceptible to asset fire-sales during stress.

The International Maritime Organization (IMO) has approved draft regulations establishing the first combined mandatory emissions limits and greenhouse gas pricing framework for global shipping. The framework, approved at the Marine Environment Protection Committee's 83rd session, will amend MARPOL Annex VI to require ships over 5,000 gross tonnage to meet greenhouse gas fuel intensity targets and participate in an emissions trading system. The framework, set for formal adoption in October 2025, will establish an IMO Net-Zero Fund to manage pricing revenues and support industry transition, with implementation planned for 2027.

The Independent Maternity Review, chaired by Donna Ockenden, has published its independent report reviewing maternity services at the Nottingham University Hospitals NHS Trust. The report covers care provided in 2,026 clinical cases from 2012–25 involving nearly 2,500 families. It identifies systemic failures in governance, leadership and culture, with suboptimal care found in 21% of maternity cases reviewed. The report outlines system-wide learnings and local actions for learning that staff at the trust must undertake. It issues 18 immediate and essential actions for England's maternity services across eight areas including staffing, governance, incident investigation and post-death care, with Martha's Rule as the overarching escalation principle.

Case facts Outline European Commission merger investigation into the planned PVC joint venture between INEOS and Solvay (Case M.6905). The Commission cleared the transaction subject to commitments after a phase II investigation on 08/05/2014. The transaction involves the formation of a joint venture that combines the two leading suppliers of S-PVC in the EEA and in North-west Europe and the two leading suppliers of bleach in the Benelux states. Latest developments On 8 May 2014, the Commission cleared the creation of the transaction subject to commitments. The commitments accepted are the divestment of • INEOS's S-PVC plants in Wilhelmshaven, Mazingarbe and Beek Geleen and• the upstream chlorine and ethylenedichloride (EDC) production assets in Tessenderlo and Runcorn–the joint venture and the purchaser of the Runcorn assets will enter into a joint venture agreement in relation to the production of chlorine at Runcorn. The commitments will provide the purchaser of the divested assets
