HM Treasury (HMT) has updated the guidance on ‘Public Sector Exit Payments: Use of Special Severance Payments’, first published in May 2021, as well as the Proforma for special severance business cases, which was first published in June 2021. A new ‘Reporting Template for Special Severance Payment Data Return’ has also been added to the guidance collection. Special severance payments are those payments paid to employees, officeholders, workers, contractors, and others outside of normal statutory or contractual requirements when leaving employment in public service whether they resign, are dismissed or reach an agreed termination of contract. HMT’s guidance details the criteria that public sector employers should consider before proposing a special severance payment and outlines the approval process required to authorise such a payment, as well as the requirements for annual reporting on special severance payments.

The HM Treasury (HMT) has updated its Regulation Action Plan to include details from the Department for Environment, Food and Rural Affairs (DEFRA) and Welsh Government on environmental permitting regulation reforms. The reforms aim to exempt low-risk activities from permitting requirements to accelerate consenting processes for developments, including nationally significant infrastructure projects.

The update makes available formal documentation for 12 recognised entities, supporting the Bank of England’s (BoE) statutory role in overseeing the effectiveness, resilience and sustainability of the UK’s wholesale cash infrastructure.

The Treasury Committee has published the responses by HM Treasury, the Prudential Regulation Authority (PRA) and the Financial Conduct Authority (FCA) to its Sexism in the City inquiry report. One reform put forward in the report was a total ban on the use of non-disclosure agreements (NDAs) in all harassment cases. In its response, the government highlights action it has taken in preventing the use of NDAs in other sectors and says an NDA would ‘most likely’ be unenforceable when related to reporting a crime to the police.

HM Land Registry (HMLR) has published its 2023-2024 Annual Report and Accounts, comprising performance and accountability reports, financial statements, and appendices. The report details the measures HMLR has implemented to support its customers, as well as its collaboration with partners across the property market. It also highlights, among other aspects, that HMLR received 56.6 million service requests, an increase from 46.5 million in 2022-23, and processed 4.26 million register change applications. Additionally, HMLR's Local Land Charges Programme successfully migrated another 22 local authorities to its Local Land Charges Register.

HM Land Registry (HMLR) has updated Practice Guide 30—Approval of mortgage documentation. Section 3 has been amended to reflect that only one copy of a mortgage deed needs to be sent to HMLR's Commercial Arrangements Section for approval. Application form ACD has also been updated to reflect this change, with the associated guidance note removed.
