HM Treasury (HMT) has published a summary of responses to its consultation on new climate-related financial disclosures in entity-level annual reports that align with the Taskforce on Climate-related Financial Disclosures (TCFD)’s recommendations. The resulting changes to the application guidance have also been published.

HM Treasury (HMT) has published its Sustainability Reporting Guidance for the 2026–27 reporting period. The guidance is mandatory for all UK central government bodies that prepare annual reports and accounts in accordance with the Government Financial Reporting Manual (FReM). Following the application of transitional relief in 2025–26, all central government entities are now required to apply the guidance. No substantive changes have been made to the reporting requirements compared with 2025.

HM Treasury (HMT) has reported that the Chancellor of the Exchequer, Rachel Reeves, has confirmed steps to protect education priorities and early years as part of Reeves' first Budget as Chancellor. Reeves has noted that £1.4bn has been allocated for the School Rebuilding Programme. This confirmation of funding for education follows an agreed 5.5% pay increase for teachers which was agreed earlier in 2024, as part of the government's plans to 'reset relationships with the sector'. £1.8bn has also been confirmed for the expansion of government-funded childcare, and a further £15m to expand school-based nurseries. The new Labour government has also announced £44m to support kinship and foster carers.

The HM Treasury (HMT) has reported on a travel ban on two individuals. Nazem Ahmad and Mustafa Ayash, who were designated by HMT on 18 April 2023 and 27 March 2024.  Ahmad and Ayash are now subject to a travel ban and therefore cannot enter the UK. This is HMT’s first use of the power to impose a travel ban on an individual under its Domestic Counter Terrorism Regime.

The Economic Secretary to the Treasury, Tulip Siddiq MP, hasissued letters to the CEOs of the Financial Conduct Authority (FCA) and the Prudential Regulation Authority (PRA). The letters request the regulators to consider producing a report assessing the current landscape of the mutuals sector before the end of 2025.This report is to be completed before the conclusion of 2025.

HM Treasury (HMT) has published a near-final version of the Payment Services (Amendment) Regulations 2024—legislation which aims to slow down payments processing when there are reasonable grounds to suspect fraud. The Regulations are being published for checks, and comments are sought by 12 April 2024. The government intends to lay this legislation before Parliament in summer 2024.

HM Treasury (HMT) has announced changes to the terms of reference for the Banking Liaison Panel. The changes will allow it to convene ad hoc rather than quarterly, remove the yearly reporting requirement, and allow it to publish discussions on a discretionary basis. Additionally, matters related to clearing house resolution will be removed from the Panel's remit, as they now have their own resolution regime.

HM Treasury (HMT) has revised its Women in Finance Charter guidance and published an expanded list of signatories. HMT has also published the 2024 Women in Finance Annual Review, which outlines the progress and challenges faced by signatories in increasing female representation in financial services firms’ senior management. The Review also suggests actions for firms to promote change. As of 2024, four-fifths of signatories have met or are on track to meet their targets. The best performers are UK banks and insurers and furthest behind are global/investment banks and investment managers.

HM Treasury (HMT) has published a November 2025 revision of the ‘Guidance for the approval of senior pay: Senior pay controls process’, replacing the June 2025 version. The guidance sets out the process for approving total remuneration over £174,000 and bonuses of more than £25,000. The revision introduces, with effect for appointments made from 26 November 2025, an uplift to 5 per cent from the previous 2 per cent in how much more an organisation can offer a new appointee compared with the total remuneration of the previous substantive postholder without triggering a mandatory approval process by the Chief Secretary to the Treasury (CST).
